Plan International has been operating in Rwanda since 2007. And over the past ten years, we have had an extensive portfolio that covers a variety of interventions (Right to protection, Right to Youth Economic Security, Right to access quality and inclusive education and Right to Early Childhood Care and Development) in both development and humanitarian contexts. We are actively present in 3 districts of Gatsibo, Nyaruguru and Bugesera and six refugee camps. In all our interventions, we pursue our deep-seated change to achieve our ambition, which is “Together, we take action so that 100 million girls learn, lead, decide and thrive. We are a strong global civil society actor that resonates with all those who want to advance children’s rights and equality for girls. We are also scaling up our reach to more parts of the country given the growing partnerships and grants portfolio. We are looking for an enthusiastic and motivated person for the below position:


Community Development Facilitator (CDF)


Purpose:
The Community development Facilitator will provide technical guidance and facilitation in implementation, monitoring and reporting of Gender-responsive schools and Our City related projects activities.


Dimensions of Role:
The post holder will report to the Program Area Manager with dotted line supervision of the Project Coordinator. He/she has no people under his/her supervision and has no direct management of the departmental budget.


Location:
• Based in Bugesera District.

Typical Responsibilities

  • Key End Results of Position: Supporting project implementation
  • Assist in the implementation, monitoring, and evaluation of the Gender-responsive and Our City projects.
  • Document quarterly progress and/or challenges about the project in an appropriate format (e.g. articles, success stories, case studies).
  • Assist the Project Coordinator in preparing required monthly, quarterly reports and annual projects reports.
  • Establish partnerships with others local Non-Governmental Organizations (NGOs), government bodies and families and youth in schools to increase their participation in the projects.
  • Assist the Project Coordinator in building the capacity of stakeholders involved in the project in gender and in result based management.
  • Promote and abide by internal policies and procedures including but not limited to Child Plan Protection Policy and Code of Conduct.
  • Facilitate project design, planning, implementation, monitoring and evaluation in the assigned area of operation.
  • Facilitate effective participation of children, families, communities, and stakeholders in program activities.
  • Overseeing the implementation of community projects and ensure timeline of completion through frequent supervision of projects.
  • Facilitating the formation of community interest groups to enhance local developments.
  • Establish good working relations with children, families, community leadership, and community-based organizations (CBOs), government extension staff and other stakeholders at ward and village levels.
  • Promote integration of building relations and program processes at field level.
  • Facilitate production of quality building relations products to meet set deadlines

Dealing with Problems:
Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.

  • Communication largely with internal staff, also with some external contacts/target audiences to support operational work.
  • Problem-solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
  • Makes complex technical information accessible and usable by non-specialist within a defined area;
  • Some negotiation and representation with local authorities
  • Develop a shared analysis of local issues, contacts, and key players
  • Establish good working relations with children, families, community leadership, and community-based organizations (CBOs), government extension staff and other stakeholders at ward and village levels.
  • Participate in stakeholder meetings and networks at ward and village levels.
    Communications and Working Relationships:
    Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
  • Will be working closely with children (students clubs), teachers, head teachers and local leaders including district and sector education officers


Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives
Knowledge

  • Degree in Public health &| Gender Relations studies
  • Minimum of 4 years extensive experience in development work at the grassroots level.
  • Experience in Community resilience and environment protection will be an added advantage.
  • Computer literacy in Excel, Word, Powerpoint
  • Experience in coordinating and facilitating the financial education training.
  • Must hold a valid motorcycle license Skills.
  • Demonstrated experience in integrating gender and diversity into long-term Community Resilience & emergency response programmes
  • Flexibility and ability to work under pressure and meeting deadlines in changing situations
  • Good understanding of the sustainable Income generating activities approach and related issues.
