Engagement of Local Consultant to Support Mentoring Clusters and Provide Technical Guidance on Procurement Challenges Related to Public Financial Management
Background:
The purpose of the USAID AGIS: Accountable Governance for Improved Service Delivery project is to increase transparency and accountability in the Government of the Republic of Zambia’s (GRZ) delivery of health and education services. The USAID AGIS project seeks to strengthen the accountability and transparency functions within the Ministry of General Education (MoGE) and Ministry of Health (MoH) to improve health and education outcomes. It is premised on the hypothesis that if targeted government institutions adopt more transparent and accountable practices, service delivery will be more efficient and effective, leading to improved development outcomes. AGIS currently operates in three provinces (Muchinga, Lusaka and Eastern) covering six districts, with the possibility of expanding to more districts. Project activities are implemented in line with the GRZ 7th National Development Plan (NDP) 2016 – 2021, the Zambia Education Sector National Implementation Framework 2011 – 2013 and the Zambia National Health Strategic Plan 2017 –2021.
Objective and Expected Outcomes of Engagement:
At the subnational level, USAID/AGIS hosted a series of public financial management (PFM) trainings for MoGE and MoH staff. As the project moves from theory to practice, USAID/AGIS will establish and lead PFM coaching and mentoring clusters across five thematic areas (procurement & stores, internal audit, internal controls, Human Resources (HR), and PFM for non-finance managers) to help participants transfer PFM knowledge to practice and implementation. The consultant is expected to co-lead the human resources mentoring cluster with USAID/AGIS staff. Using a peer-to-peer model, the clusters will provide a more supportive environment for participants to teach and learn from their peers. Although USAID/AGIS will focus on MoGE staff to form the clusters, USAID/AGIS will invite champions of change from the MoH to share their experiences with PFM systems strengthening. The expected outcomes of this engagement are:
1.) Design Framework for Procurement Mentoring Cluster
2.) Develop Content for Procurement Mentoring Cluster
3.) Develop Procurement Self-Assessment Quiz for Mentees
4.) Provide Structured and On-Demand Procurement Coaching
5.) Draft a Summary Report of Process, Opportunities, and Challenges
Note: Due COVID-19, USAID/AGIS activities are primarily conducted remotely via telephone and/or Zoom. In limited instances, in-person meetings do occur and strict COVID-19 protocols are in place, such as mask-wearing, social distancing, frequent hand washing, and sanitization of workspaces. At this time, the USAID/AGIS project is expected to be working remotely until at least March 1, 2021. If and when the USAID/AGIS project resumes in-person activities, the consultant will be expected to conduct project activities in-person as needed.
The consultant is expected to have a stable internet connection. USAID/AGIS will reimburse the consultant for data costs as described in the payment section of this SOW. .

Key Tasks and Implementation Strategy:
1. Design Framework for Procurement Mentoring Cluster
Working with the Zambia AGIS team, the consultant will develop a set of key topics, schedule, and approach for the roll-out of the mentoring clusters.
2. Develop Content for Procurement Mentoring Cluster Working with the USAID/AGIS team, the consultant will develop the curriculum for procurement mentoring cluster series.
3. Develop a Procurement Self-Assessment Quiz for Mentees
4. Provide Structured and On-Demand Procurement Coaching
Working with USAID/AGIS, the consultant will lead coaching activities following the agreed upon schedule included in the mentoring framework (Task 1) as well as on-demand coaching and technical support for mentees as needed. Tasks may include leading trainings, providing 1:1 coaching, leading peer-to-peer coaching sessions, and other tasks.
5. Draft a Summary Report of Process, Opportunities, and Challenges
Draft a lessons learned report that summarizes the outcomes of the mentoring clusters. USAID/AGIS will work with the consultant to develop a report template at the beginning of the engagement.
7. Lead Procurement Training Module During Trainings
Present procurement module during trainings and adapt curriculum as needed.

Timeline and Deliverables:
Total Level of Effort required to carry out the activities are XX engagement days, commencing from 1 December 2020 to 30 September 2021 with detail described below.
• Design Framework for Procurement Mentoring Cluster. Duration:4 days; Derivable: Framework for mentoring cluster
• Develop Content for Procurement Mentoring Cluster. Duration: 10 days; Deliverable: Curriculum for mentoring cluster.
• Develop Procurement Self-Assessment Quiz for Mentees. Duration 2 days; Deliverable: Quiz structure and content
• Provide Structured and On-Demand Procurement Coaching. Duration :45days;Deliverable :Co-leadership of procurement mentoring cluster for all districts where AGIS operates
• Draft a Summary Report of Process, Opportunities, and Challenges. Duration 3 days;
Deliverable: Report completion
Reporting:
The consultants will be supervised by the Senior Decentralization Advisor to whom s/he will regularly report their work progress and submit his or her relevant reports.
Payment:
Payments will be made based on work milestones and in four installments as follows:
1. 1st installment (20%) Submission and acceptance of framework and content for mentoring cluster
2. 2nd installment (20%) Submission and acceptance of quiz content
3. 3rd installment (40%) Provide Structured and on-Demand Procurement Coaching
4. 4th installment (20%) Submission and acceptance of summary report
5. Reimbursable Cost Travel, and Transportation, and data bundles
