The Government of Zambia has received financing from the World Bank for the Africa Environmental Health and Pollution Management Programme and intends to apply part of the proceeds for consulting services

Assignment Objectives

The main objective of this consultancy is to carry out a detailed assessment study of the waste and e-waste material flows and characteristics, existing waste management practices and trends in major towns and cities in Zambia. The study will provide background material and strategic guidance on the roadmap towards sustainable waste and e-waste management in Zambia

The study aims to:
(i) Achieve a better understanding of policy, legal and institutional arrangement, Identity gaps and barriers to sustainable waste management. It will also identify areas of policy intervention
(ii) Provide baseline information to support the development of well-founded city specific Waste Management Action Plans for surveyed districts which will in turn serve as template for other districts

The significance of the study includes the following:
(i) To provide direction on policy, strategy, regulatory interventions, socio-economic and overall direction of follow-on investments in waste and e-waste management
(ii) Building capacity on modern skills and standard methodology for waste characterization (WC) studies for subsequent studies by ZEMA and selected Local Authorities.

Scope of Work:
The scope of the assignment will consist of two phases namely; the Waste and e-waste Characterization's study and (ii) capacity building program for stakeholders.

The study shall include generation of baseline data for the ongoing waste management in Zambia, including the collection of on-the-ground of baseline data on waste management policy, legal, institutional arrangement and provide initial recommendations towards limiting open-burning of waste in Zambia. The geographical coverage of the study will cover 9 provinces and selected municipalities, as will be informed by literature review

The Capacity Building program will be undertaken after completion of the waste characterization study and will include developing protocols for standard methodology for waste characterization for Zambia and conducting training programs on it for ZEMA, Ministry of Local Government, Ministry of Water Development. Sanitation and Environmental Protection, key Municipalities and other key stakeholders

The Consultant(s) will undertake the following tasks:

Data Collection:
• Review and assessment of the policy, legal and institutional arrangements;
• Conduct the baseline assessment study: quantification and characterization of waste; and

Waste categories:
• Total amount of waste categorized according to good practice, including recyclables, organic, waste/hazardous

Communities population customers:
• Size of population served and non-served by waste collection system and amount of waste generated and Location of commercial activities which produce recyclables.

Waste management providers:
• Mapping of existing waste sorting and recycling facilities and Waste facilities: Report on plans for any new landfill and related schedule and assumptions: Waste management fees and payment systems: Prevalent processing techniques, technologies, and methodologies Special consideration should be made to the role of vulnerable populations at the various stages of waste management incl. served communities, litter pickers, sorting stations, etc.)

Waste and E-Waste Markets/Customers of waste: Identification of buyers (ocal and international) of recyclables: Buy back and transfer stations Industry bodies/cooperatives

Assessment of waste management practices and characteristics in Zambia

Recommendations for development and reduction of POPs emissions.

Duration of The Assignment
This assignment is expected to be completed within twelve (12) months after signing of contract, between August, 2021 to July 2022

Invitation
ZEMA therefore invites interested and eligible Consulting firms (“Consultants") to indicate their interest in providing the Services, Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to undertake the assignment

5. Eligibility Criteria
The shortlisting criteria includes;
• General experience of the fimm(s) in offering Consulting Services: it.
• Evidence showing the technical expertise of the firm in carrying out similar assignments based on historical assignments for at least 2 or more similar assignments in the past 5 years,
• General qualifications and number of key staff iv.
• Experience of working in a similar geographical region and
• Evidence showing the managerial capabilities of the firm

The above required relevant qualifications and experience relate to the qualifications and experience of the firm and should not be based on individual experts or biographical data of the firms that express interest as this is not required at this stage.

Attention of interested Consulting firms is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" (Version July 2016. Revised November 2017 and August 2018) setting forth the World Banks's Policy on conflict of interest

Consulting firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications

A Consulting firm will be selected in accordance with the Selection Based on Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines
