TERMS OF REFERENCE
CONSULTANCY: REVIEW AND DEVELOPMENT OF 3 ASRHR ADVOCACY TRAINING MODULES
1. Background
The Center for Reproductive Rights (the Center) is the premier global legal advocacy organization using the power of law to advance reproductive rights as fundamental human rights around the world. Headquartered in New York City, the non-profit, non-partisan organization has regional offices in Bogota, Geneva, Kathmandu, Nairobi, and Washington, DC; a staff of approximately 200 diverse professionals; an annual budget of approximately $40 million with an additional $22 million in donated services from leading law firms around the globe.
The Center’s game-changing litigation and advocacy work, combined with its unparalleled expertise in constitutional, comparative, and international human rights law, have transformed how reproductive rights are understood by courts, governments, and human rights bodies worldwide. It has played a key role in securing landmark legal victories in Africa, Asia, Eastern Europe, Latin America, and the United States on issues including access to life-saving obstetrics care, contraception, safe abortion services, and comprehensive sexuality information, as well as the prevention of forced sterilization and child marriage. It has brought groundbreaking cases before national courts, U.N. Committees, and regional human rights bodies, led the development of historic, proactive legislation advancing robust protections for reproductive rights, and has built the legal capacity of women’s rights advocates in more than 60 countries.
The Center operates its Africa regional program out of its Nairobi office, with program initiatives implemented in Kenya, Uganda, Tanzania, Rwanda, Malawi, Zambia and Nigeria and regional advocacy work at the Africa Union with the African Commission on Human and Peoples Rights (ACHPR) and African Committee of Experts on the Rights and Welfare of the Child (ACERWC).

2. Rationale
With the support of Global Affairs Canada, and in a partnership with CARE Canada, the Center for Reproductive Rights and other organizations are implementing a 7-year program in Kenya, Uganda, and Zambia to improve adolescent sexual and reproductive health services and rights.
Known as “SHE SOARS”—the Sexual and Reproductive Health and Economic Empowerment, Supporting Out-of-School Adolescent Girls’ Rights and Skills project—the program intends to directly support over 240,000 adolescent girls, including over 200,000 out-of-school girls.
The target areas of SHE SOARS are refugee and host communities in Uganda; urban informal settlements in Kenya; and rural settings in Zambia.
The Center leads activities to improve the effectiveness of women and girl’s rights organizations to advocate for evidence-based, accountable, and equitable adolescent SRHR policies, legal frameworks and services. The goals of this work are to reduce the barriers girls face when accessing care and to create stronger social, legal, and economic support systems for out-of-school girls.
Objective of the consultancy
The main objective of this consultancy is to review, develop and submit three comprehensive training modules that will serve as a reference tool for NGOs and CSOs as they implement training activities related to SRHR advocacy in Africa. The modules will be used as both reference tools and facilitator’s guide during SRHR related training by NGOs and CSOs. The three modules currently in draft form are;
• Adolescent Sexual Reproductive Health and Rights Advocacy Module
• ASRHR Legal and Policy Research and Analysis Module
• Engagement of ASRHR Accountability Mechanisms Module
Scope of Work
The consultant will work closely with the project team to carry out the following tasks:
a. Desk Review and Research
• Review existing modules, literature, reports, and resources related to each of the draft training modules
• Understand the target audience for the modules, including NGOs, CSO policymakers, community leaders, young people, and SRHR advocates and tailor the modules to these categories.
• Review any global, regional legal and policy standards that relate to the draft training modules.
b. Stakeholder Engagement
• Engage with project stakeholders, including experts on SRHR, Women’s Rights Organizations, Youth Led Organizations, Youth Advisory Board, SHE SOARS Project partners and any other relevant SRHR sector players, to gather insights and ensure that the module reflects the most relevant and up-to-date information.
• If needed, conduct interviews or consultations with key stakeholders to gather additional data or perspectives to inform the modules finalization
c. Module Development
• Develop concise, visually appealing, and informative modules that includes the following key elements:
o Overview of the Project: Brief introduction to the Center for Reproductive Rights and SHE SOARS Project
o Respective technical content of the module
o Each module must include a sample 6 day training outline/schedule
o Recommendations for Action: Policy recommendations, advocacy priorities, or actions that can be taken by stakeholders to address the SRHR for Adolescents.
o Call to Action: Encourage specific actions that different stakeholders (governments, NGOs, youth, etc.) can take to address the SRHR issues.
o Key Resources: List of important resources and references for further reading.
d. Design and Formatting
• Ensure the modules are user-friendly, well-designed, and visually appealing. This includes using graphics, infographics, data analysis, and illustrations where appropriate to enhance the readability and impact of the document.
• Ensure the module aligns with the SHE SOARS project branding and communication guidelines.
e. Final Deliverable
• Submit the finalized modules in both editable and PDF formats. The final product should be designed for easy distribution and use across multiple platforms, including print and digital formats.
1. Deliverables
The consultant will deliver the following:
• Inception Report: A detailed work plan and methodology, including a proposed timeline and stakeholder engagement plan.
• Draft modules for review by the Center and key project stakeholders.
• Three final, high-quality modules (maximum 50 pages each including annexes) incorporating all feedback.
• A brief presentation on how partner organizations can effectively use each of the modules.
2. Timeline
The consultancy is expected to be completed within 4-6 weeks from the date of contract signing with the following milestones:
• Inception Report submission: 13th June 2025
• Draft Module (all 3) submission: 4th July 2025
• Final Module (all 3) submission: 31st July 2025
3. Reporting and Supervision
• The consultant will report to Senior Technical Adviser, Africa, who will provide guidance, feedback, and oversight throughout the process. The consultant is also expected to work closely with a team of Advisers at the Center for Reproductive Rights. He/She should regularly update the team on progress and consult with them as necessary.
• The consultant will work remotely from any of the project countries of Kenya, Uganda or Zambia.
4. Required Qualifications and Experience
• A degree in Public Health, Public Policy, Gender Studies, Social Sciences, or a related field.
• Proven experience in developing modules, toolkits, or policy briefs related to SRHR
• Strong understanding of advocacy, policy influence, and youth engagement.
• Excellent research, writing, and communication skills.
• Experience working with NGOs, government institutions, or international development organizations.
• Demonstrable experience in undertaking critical legal and social sciences research and analysis, including on rights of marginalized persons and human rights from African cultural perspectives etc.
