Job Description

To manage an appropriate and cost-effective fleet Management and services of the Bank in order to optimise the use of transport resources. 

To contribute to the effectiveness and efficiency of the RES department by managing and performing a wide range of roles around managing mail, DSTV subscriptions, Bulk diesel deliveries, parking spaces, managing SLA for outsourcing vendors and monitor all regulatory government compliant instrument documents for Bank sites;

To support the Manager: Facilities with:

  • Implementation, and maintenance of consistent standards of fleet and mail management services. 
  • The execution of the administration associated with the provision of the facilities/ logistics services. 
  • The interpretation, application and enforcement of motor vehicle policy.

Key Responsibilities

  • Plan and manage, fleet management, mail management,  telecommunication installations, Blue Wave, DSTV subscriptions and all  diesel supplies.
  • To ensure the day-to-day provision of the services to tenants.  
  • To monitor and report regularly on the performance of the service providers appointed and  compliance with the requirements of Service Level Agreements;
  • Support the Unit in monitoring effective operation of gadgets and handle requirements for their replacements:  Blue wave and Telecommunication equipment Installations.
  • To ensure that all administration and accounting routines are observed, including:

 The approval of expenditure, as required, in line with authority limits;

 The basement executive parking records, 

  • The management of the relationship with:

 The bank’s specialist outsourcing service providers and business partners;

 Internal specialist business partners;

  • To maintain harmonious relationships with business Units 
  • To serve as a member of the complex’s emergency and disaster recovery teams;

Key Performance Measures

Service delivery 

  • Service levels to External specialist / exceed the requirements of the applicable Service Level Agreements.

Finances

  • Operating expenses in the Outsourcing Expenses line comply with the approved budget;
  • Draft unbudgeted expenses to ensure that they are motivated and submitted for the appropriate approval.

Administration 

  • Undertake routine administration roles

Key Dimensions of the Job

  • Monitoring motor vehicle movement on fleet management systems to generate reports and view vehicle/driver trips and to define the location of zones such as customers.
  • To prepare monthly budget tracking reports for supervisors to make appropriate decisions such as monitoring fuel and maintenance costs. 
  • To monitor and ensure that payments are made on time to our external customers without causing any delays in our payment system;
  • To maintain all documentation, pertain to all Bank motor vehicles in each individual file for easy access of information required and to ensure that all records are safe.
  • To ensure mail registers are being adhered to from end to end users to mitigate mail loses.
  • Ensure that all regulatory requirements for fleet such as insurance, road tax, fitness etc are upto date.
  • Prepare motivations for purchase and disposal of motor vehicles in line with Policy guidelines.

  • Members of the Head Office Premises & Administration team, 
  • On-site members of the management and supervisory team of the specialist outsourcing service providers 
  • Members of the internal service providers

 Able to evaluate fleet and mail-related problems and complaints, and identify an appropriate course of action to resolve issues raised (consider prevailing policies, consistency with other actions taken, etc);

  • Participates in the annual budgeting process;
  • Participates in various planning initiatives associated with assets disposal.

  • Able to take quick, sound decisions that meet the desired’ and the complex’s needs, without exposing the business unit and the bank to risk.

Communication

Able to communicate - verbally and in writing - with: 

  • The members of the management team of the bank’s specialist outsourcing service provide
  • Able to deal with the many varied and demanding issues that arise in the management of logistics/fleet;
  • Able to enforce policies, standards and the observation of procedures, whilst simultaneously making the Centre a safe, secure, attractive and productive place to work.
  • Knowledge, Experience and Personal Competencies
  • Knowledge

 Management / supervisory / leadership experience;

  • Computer literacy in office systems: 
  • Budgeting and financial reporting experience on logistics expenses;
  • Working Experience
  • Vocationally and professionally stable;
  • Must be able to offer technical analysis on fleet performance.

Personal competencies

  • Strong team player;
  • Good working knowledge in fleet management
  • Must be able to offer technical advise on the fleet that may require expertise
  •  Able to work independently and without close supervision;
  • Good verbal and written communication skills;
  • Good negotiating and “selling” (persuasive SLAs) skills;
  • Well-developed sense of integrity;
  •  Action-oriented, with high levels of resilience and personal drive;
  • Innovative and resourceful, particularly in the arena of problem-solving.

Qualifications

  •  Grade 12 certificate with minimum of 5 credits or better
  •  Diploma/ equivalent –  in Transport and Logistics and fleet management, or related field;
  • Skilled and experienced in transport and fleet management

Other 

  •  Valid, unendorsed driver’s licence;
  • Knowledge of / exposure of Zambia Transport policy.
