1Background

A Sanitation and Water Operator Partnership (SWOP) between Kafubu Water and

Sanitation Company Limited (KWSC), Northumbrian Water Limited (NWL) and Partners,

and WaterAid is currently underway. The SWOP is being implemented in the KWSC areas

of operation i.e. Ndola, Luanshya, Masaiti and Mpongwe, located in the Copperbelt

Province in Zambia.

Kafubu Water and Sanitation Company Limited was established in the year 2000 through

the Water Supply and Sanitation Act No. 28 of 1997, with the mandate of providing water

and sanitation services to three Districts. At formation, the Ndola City Council, Luanshya

Municipal Council, and Masaiti District Council were the Shareholders of the Utility.

However, Mpongwe District Council was included as a shareholder of KWSC in the year

2023, thereby taking over the provision of water and sanitation services in Mpongwe

District. At the close of 2022, the combined population of the 4 districts was 1,149,860

with 89% and 61% of the urban population receiving water and sanitation services

respectively.

KWSC has developed a Strategic Plan for the period in planning of 2023-2027, it is based

on the following 5 pillars:

1) Universal coverage of water and sanitation services

2) Financial Sustainability

3) Quality Service Delivery

4) Operational Efficiency

5) Change Management

The Objectives set for the period in planning are as follows:

• Objective 1: To Reduce Non-Revenue Water from 75% to 25% by 2027



• Objective 2: To Increase O&M Coverage from 52% to 110% by 2027

• Objective 3: To Increase Service Delivery and Sanitation Coverage (Offsite and Onsite)

from 62% to 85% by 2027

• Objective 4: To Improve Staff Productivity Levels from 81% to 98% by 2027

• Objective 5: To Develop and Maintain Quality Management Systems by 2027

• Objective 6: To Improve Liquidity and Profitability

Under Objective 3, below are the strategies to achieve this objective and the key

results.

2Scope of work

To progress the implementation of some of the strategies of Objective 3 of the KWSC

Strategic Plan, Shit Flow Diagrams (SFDs) and corresponding reports need to be

developed. SFDs for each of the four (4) towns under KWSC areas of operation and an

overall SFD for KWSC are required.

The selected consultant will be responsible for:

• Conducting a situational analysis of the existing sanitation infrastructure

• Mapping excreta flows across the sanitation service chain

• Developing SFDs that accurately represents the current state of sanitation

management in the KWSC service areas.



• Providing recommendations for improved sanitation service delivery based on

findings.

• Delivering the final SFD in both digital and physical formats.

2.1 Inception (Week 1)

The first week will be allocated to confirm contractual obligations and agree on final

scope of work and expected timeline. The consultant is invited to apply their minds and

offer improvements to the Scope of Work (SoW) as long as the overall goal is achieved.

2.2 Data gathering (Weeks 2 – 6)

Data required for the development of the SFDs will be collected through literature

reviews, interviews with key stakeholders, reviews of KWSC operational data and other

methods applicable.

- Presentation of progress. Include challenges, assumptions undertaken thus far.

2.3 Development of SFDs and reports (Weeks 7 – 8)

Generate SFDs for each of KWSC towns and accompanying reports using the SFD

Graphic Generator.

- Consultant to present generated SFDs for validation and approval by KWSC

(NWASCO, MWDS).

2.4 Final review, presentation and close-out (Week 9)

A due date for delivery of the final deliverables will be agreed on during inception. The

Consultant will present the findings to KWSC management and stakeholders.

3Outputs and timeline

This section shows a summary of the expected outcomes and estimated timeline. The

4Team composition and qualifications

In addition to academic qualifications at a graduate level, the team members should

possess the following experience and skills.

4.1 Key experts and minimum requirements

• Bidding consultants are expected to have demonstrable

experience in the creation of SFDs.

• Excellent and demonstratable communication, report

writing and presentation skills, especially in English.

• Experience in undertaking desk review and collating

key information or anything similar.

• Experience in conducting interviews with diverse types

of Key Informants including government officials,

CBOs, among others

5Application process

Submissions from interested consultants should comply to the requirements set out in

this section.

5.1 Technical Proposal

Technical proposal that does not exceed 10 pages should include:

• Introduction and Interpretation of the TOR (Terms of Reference)

• Methodology to be used in undertaking the assignment, showing in detail how the

consultant team will obtain rigorous evidence-based estimates of the different shit

flow components in each location

• Work plan (i.e. time and activity schedule, in line with timeline shown in Section 3).

• Relevant experience of staff as related to the assignment.

The Technical proposal will be evaluated based on the criteria below.

A proposal shall be disqualified at this stage if it does not respond to important aspects

of the TOR or if it fails to achieve the minimum technical score of 70% after composite

score from all evaluators. Only consultants meeting minimum technical score will have

their financial proposals evaluated.

5.2 Financial proposal

Financial proposal that includes:

• A table similar to the ‘outputs and timeline’-table (section 3 of this RFP) with cost

breakdown per output

• For each staff member involved, provide breakdown of hours, hourly rate and total

cost

• Any other operational costs to be incurred during this assignment

• Final lumpsum including VAT in Zambian Kwacha (ZMK)
