JOB DETAILS:
The Zambia Information and Communications Technology Authority (ZICTA) is a statutory body responsible for the regulation of provision of Information and Communications Technologies (ICTS) and Postal and Courier Services in Zambia. The Authority also coordinates and oversees activities relating to cyber security and the combating of cyber-crime.
The Authority being an equal opportunity employer is inviting competent, self-driven and qualified candidates to apply for a leadership role at the helm of the Authority as Director General.

Job Purpose
Reporting to the Board of the Authority, the successful candidate will be responsible for leading ZICTA and administering the pieces of legislation relating to the provision of Information and Communications Technologies (ICTS) and Postal and Courier Services in Zambia. The candidate will further ensure that the Authority performs its core functions of supervising and regulating electronic communication services, ensure that such services are provided to all in a safe and secure environment, regulate the provision of postal and courier services, and ensure that the Authority plays an appropriate role in digital transformation.

Specific Responsibilities
• Responsible for developing and implementation of Authority Strategy to ensure attainment of regulatory mandate;
• Ensure provision of electronic communication and postal services which meet with stakeholder expectations countrywide;
• Promotes and protects interests of electronic communication and postal and couriers services consumers;
• Ensures compliance by service providers to principal Acts and regulations in the sector to ensure quality of service and experience;
• Promotes competition and investment among service providers of electronic communication and postal and courier services;
• Promotes ICT research and development in the sector in order to encourage innovation and growth;
• Promotes and implements ICT and postal and courier services standards as recommended by International Telecommunications Union and Universal Postal Union;
• Responsible for prudent management and performance of all Authority resources such as staff, finances and machinery to ensure attainment of vision of the Authority.

Tenure
The position of Director General is on a three-year term contract whose terms and conditions are as determined by the Board pertaining to Management and non-represented staff.

Required Competencies
The ideal candidate should be a Zambian national who is able to lead and direct the Authority’s day to day operations in line with existing legislation and in conformity with Government policy. As a Chief Executive Officer of the organization, the Director General will require the ability and skill to manage different stakeholders in the sector.

Key Competencies Include;
ICT knowledge and regulatory models, both transformation and transaction leadership abilities, highly analytical, good sense of balance between business acumen and Government systems operations, effective people management skills, excellent interpersonal and communication skills, assertive and results oriented, systems and models oriented, organized, organization design and development skills and financial management orientation.

Academic Qualifications
• Grade Twelve (12) Certificate or its equivalent;
• First degree in any appropriate professional discipline such as Engineering/Technology, Computer Science, Law, Economics, Business Administration; and
• Relevant Master’s degree qualification.

Experience
• Ten (10) years working relevant experience at Senior Management level, especially in the ICT sector, regulatory body or dynamic commercial environment.
