The Director of HR & Administration provides strategic leadership in human capital management, organizational development, and administrative services to drive operational excellence and support the Authority's mandate. This executive role combines HR expertise with public sector governance to foster a high-performance culture.

Key Responsibilities

1. Strategic HR Leadership

  • Develop and implement HR policies aligned with Public Service Regulations
  • Lead workforce planning to optimize staff deployment across departments
  • Oversee succession planning for critical positions

2. Talent Management

  • Design competency-based training programs
  • Implement performance management system (SMART KPIs)
  • Manage career progression frameworks

3. Corporate Services Oversight

  • Supervise facilities management and office administration
  • Ensure efficient procurement of HR services
  • Coordinate stakeholder engagement and PR activities

4. Governance & Compliance

  • Prepare quarterly HR reports for the Board
  • Ensure compliance with Public Service Pension Scheme
  • Maintain ZIHRM accreditation standards

Required Competencies

Technical Expertise

  • Mastery of Zambia Labour Laws and Public Service Act
  • Experience with HRIS implementation (SAP HR/Sage)
  • Collective bargaining and dispute resolution

Leadership Attributes

  • Executive presence for Board-level presentations
  • Change management in public sector reforms
  • Ethical decision-making with high integrity

Qualifications & Experience

Mandatory

  • Grade 12 Certificate
  • BA Public Administration/HR Management (Master's preferred)
  • 10+ years HR experience (5 at Director/Deputy level)
  • Fellow of ZIHRM with valid Practicing Certificate
  • Zambian citizenship

Preferred

  • Exposure to donor-funded projects
  • Certification in Organizational Development
  • Experience with ISO 9001 in public sector
