Applications are invited from suitably qualified Zambians for the position of Environmental and Social (E&S) Safeguards Specialist for the Lake Tanganyika Development Project (LTDP) to be stationed in Mpulungu, for a period of one (01) year only.

Responsibilities
The successful candidate will be working under the overall supervision of the Project Coordinator of the LTDP and will provide strategic support in integrating E&S Safeguards strategies and processes in Project Coordination Unit (PCU) regulatory initiatives, to ensure their effective implementation at all levels.
The candidate will be responsible for:
• Review and update of the Project ESMP considering various types of subprojects and recommendations from the E&S Audit;
• Support and overseeing the implementation of the revised ESMP by the PCU and implementing partners (IPs);
• Providing guidance to the PCU and IPs to ensure alignment among all project components on Safeguards related issues;
• Compliance with and/or implementation of the Safeguards strategies of general environmental policies relative to specific types and locations of project developments;
• Execution of Environmental Assessments (EA) and secure appropriate environmental clearance from relevant regulatory agencies, and
• Monitor the implementation of the Grievance Redress Mechanism (GRM) through registry of grievances and resolution at the Project level and/or participate in the conduct of investigation and resolution process of grievance lodged/elevated;
• Preparing periodic report on the implementation of the ESMP for submission to the AfDB in line with required template.

Qualifications and Experience
The candidate must have:
• A Bachelor's Degree in Social Sciences, Agriculture, Forestry, Environmental Science, Environmental Management, Civil Engineering, Development Studies and/or related discipline
• Five (05) years of professional working experience related to the field of environmental management with knowledge on a) E&S Safeguards; b) environmental and social impact assessment (ESIA), C) environmental and social management plan (ESMP) implementation for rural infrastructure and alternative livelihood development projects; d) Having been consultant/expert for the preparation and/or implementation of at least 3 environmental and social safeguards instruments.
• At least two (02) years' experience in bilateral or multilateral donor-funded programmes, and conversant with multilateral donor agency requirements on E&S Safeguards effective implementation and their management;
• Experience with AfDB funded projects is an added advantage. Proven experience in implementing international environmental safeguards policies/standards, preferably knowledgeable with AfDB safeguards policies.

Job Knowledge and Skills
• Technical knowledge on various Safeguards related laws, policies and processes particularly on Land Acquisition, Rehabilitation and Resettlement Processes, country's environmental Laws and the Environmental Impact Assessment (EIA) System;
• In depth knowledge of social, environmental and cultural issues affecting the implementation of rural development, infrastructure and alternative livelihoods projects;
• Capability to provide guidance on negotiation and conflict resolution processes, S
• trong interpersonal and ability to work in multidisciplinary teams, develop synergies and establish effective working relations with various stakeholders;
• Ability to work well with Government officials and rural communities; Knowledge of specific gender issues in rural development and sensitivity to local culture and traditions;
• Excellent knowledge of the English language and proficient written and oral communication skills;
• Familiarity with development partner frameworks for results monitoring.
