Position: Evidence & Learning Coordinator – (x 1 Position)
Duty Station: Lusaka-based -Zambia
Role Purpose: The Evidence and Learning Coordinator is a new role that will support SCI Zambia’s strategic ambition to strengthen evidence and learning across the country office programme portfolio. The post holder will ensure an evidence and learning strategy is in place monitored as well as implemented. S/he will also ensure a clear evidence generation and research agenda is delivered, and ensure a strong learning culture and practices are embedded in our programmes and operations within and externally.

Scope of role:
Reports to: Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

Primary Technical area: Monitoring, Evaluation, Accountability, and Learning

Key areas of accountability:
Evidence and Learning Strategy & Agenda:
• Ensure a learning country self-assessment is conducted on a regular basis, action plan in place with actions monitored and implemented
• Develop a learning and evidence strategy aligned to CSP 2022-24 Country Strategy Plan
• Develop an annual learning and evidence plan with priorities and deliverables and clear roles and responsibilities and coordinate its timely delivery.
Delivery of evidence and learning outputs:
• The evidence and learning coordinator will support the design of ToRs for studies and research
• Commission consultants and/or undertake directly studies, research and reviews identified in the annual plan
• Support other programme and technical staff to develop high quality evidence and learning and also support in utilization and dissemination of evidence and learning.
Knowledge Management:
• Work with Advocacy and Communications department to ensure that all evidence generated through SCI research and evaluation work is well packaged for internal and external use.
• Support programmes on all learning process including conducting strategic learning events.
• Designing lessons learnt capturing tools for programmes process documentation.
• Support the process of lessons learnt capturing while projects are ongoing ensuring that lessons learnt for programmes are documented ,presented and also used to inform future
• Support the Country office use of Community of Practices across all thematic areas for learning on innovative approaches as well as to facilitate sharing of ideas among internal teams and external partners.
• Support the tracking of organisational research and evaluation activities for wider reviews through the SCI Global Repository for Evaluations and Research as well as the Pipeline for Evaluations and Research platforms.
• Ensure effective storage of assessment, surveys and evaluations and/or organizational knowledge on the shared folders, and to use this knowledge base to promote learning across the organisation.
• Ensure that data/information collected from MEAL function informs Country Office strategic and project based decision making.
Relationship building:
• Build strategic partnerships with local universities, prospective consultancies, research institutions, and civil society organizations, in support of research, evidence & knowledge management.
• Ensure all research and studies comply with ethical approaches and seek/given approval from IRES
Capacity Building:
• Provides training and support to programme teams and partners on evidence & learning methodologies and tools such as Learning Logs, MSC, Outcome Harvesting in collaboration with MEAL Manager & MEAL Coordinators
• Provides training and support to programme teams and partners for KM tools, Knowledge Transfer and Exchange (KTE) technologies or other learning material.
Technical Oversight:
• Maintain and manage a database that capture lessons learned, best practices ensuring standardized methodologies and alignment with Save the Children International Knowledge Management systems and processes.
Accountability Mechanisms:
• Support evidence generation, learning, knowledge sharing and best practices for uptake on programmes’ accountability mechanisms and systems.
The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Qualifications and experience
• A minimum of Bachelor Degree in Public Health, Economics, Demography, Development Studies or related field.
• Minimum 5 years of experience in research and / or MEAL role in INGO sector preferably;
• Education to Masters level in social sciences, political sciences, economics, etc
• Experience in social research, both qualitative and quantitative methods, analysis and report writing.
• Experience with learning exercises, including management of assessments and evaluations
• Understanding of fragile state contexts
• Strong commitment to gender equality and social justice
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English is a must
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
• Experience in working on civil society development projects, network development and support, youth-led monitoring, advocacy & influencing;
• Experience with participatory research and outcome-based monitoring and evaluation methodologies including Most Significant Change and Outcome Harvesting
• Understanding of Mental Health and Psycho Social Support programmes;
• Understanding of child sponsorship programming.
• Experience & knowledge of social research analysis software (both qualitative and quantitative, examples SPSS, Stata, NVIVO, ATLAS, MAXQDA, etc)
• Experience in supporting the roll out of online data management system.
• Good written and spoken English and communications skills.
Child safeguarding:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
