Shang'ombo district is currently not connected to the national grid. ZESCO is using a diesel generator to supply electricity to the district. This however, has not been economically sustainable due to the high cost of diesel and other logistical challenges in delivering the fuel. The nearest grid connection point to Shang'ombo district is in Sioma which is approximately 170 km away.

The existing Shang'ombo Power Station supplies electricity to approximately 600 customers in the district while the rest of the population depends on biomass as a source of energy. The load is mainly comprised of residential, hospital, school, the local market, water treatment plant and government institutions. It is anticipated that with the inclusion of Solar PV, the proposed PV/Diesel hybrid solution will reduce on the operational costs and increase operational hours.

ZESCO Limited hereby invites Engineering, Procurement & Construction (EPC) companies to express their interest in the development of a 2MW off-grid- hybrid Diesel-Solar Photovoltaic (PV) with Energy storage to be located in Shang'ombo district, Western province, Zambia.

Interested firms (contractors) are required to submit individual expressions of interest as follows:

a) One (01) original;

b) Two (02) copies; and

c) One (01) soft copy (on a flash drive).

d) All submissions to be made in English language

e) Indicate working contact email and phone number

CRITERIA FOR SHORTLISTING

Interested firms must provide the below information to demonstrate that they are qualified to undertake the development of the said solar plant:

1. Applicant's Experience

a. Evidence of one or more grid-connected and/or off-grid solar photovoltaic power plants in Africa with a minimum capacity of 1 MW; b. Experience in operation and maintenance of similar power plant/s for a minimum period of 1 year

c. a clear statement identifying to which Technical Criterion the experience relates, together with the following information: (i) name, (ii) location, (iii) description, including generating capacity, (iv) commercial operations date, (v) role of the Prospective Applicant, (vi) direct or indirect involvement in development of the relevant plant; and

d. In the case of a Consortium, the relevant experience must reside within the Applicant's Lead Partner;

e. Further to (d) above, in all cases, the relevant experience must reside at the corporate level, rather than at the level of individuals employed or otherwise engaged by the Prospective Applicant or Consortium Member (as applicable);

f. Applicant should provide an estimated delivery period of this project

2. Financial standing of Applicant:

Prospective Applicants (single entity or consortium) shall have a minimum annual turnover of US$1,000,000 or equivalent at the time of submission of EOI

3. The Prospective Applicant, or if the Prospective Applicant is a Consortium, each Consortium Member shall in addition provide the following:

a. confirmation letter specifying the Consortia

b. comprehensive organisation chart or narrative text describing ownership of the organisation, up to the level of ultimate beneficial ownership by individuals.

c. certified copies of up-to-date statutory documents (e.g. certificate of incorporation and/or registration, extract from commercial registry, by-laws etc.);

d. a power of attorney authorising the person(s) signing and submitting the EOI on behalf of the relevant Prospective Applicant; and

e. Proof of compliance with Tax obligations in the Applicant's country

The Expressions of Interest must be deposited in the tender box situated on the Ground Floor, Main Entrance, Procurement Division Offices situated at Lusaka Division Control Centre (LDCC) Building adjacent to ZESCO Central Stores Filling Station within the ZESCO Limited Head Office premises, Lusaka, Zambia on or before Friday, 2nd June 2023 at 10.30 hours AM, local time. APPLICATIONS WILL NOT BE ACCEPTED.

The closing date for the receipt of expression of interest is Friday, 2nd June 2023 at 10.30 hours AM, local time and any applications received after the time and date stipulated above shall not be accepted. The expressions of interest shall be opened in the ZESCO Auditorium located at the Procurement Division Offices within the ZESCO Limited Head Office premises, immediately thereafter the opening of the applications in the presence of applicants and or their representatives who shall choose to attend.

The expression of interest must be clearly labeled "EXPRESSION OF INTEREST (EOI) FOR THE DEVELOPMENT OF A 2MW OFF-GRID HYBRID SOLAR PHOTOVOLTAIC (PV)/DIESEL PLANT (WITH STORAGE) TO BE LOCATED IN SHANG'OMBO DISTRICT, WESTERN PROVINCE,
