Overall Purpose of the Job:
The Finance Manager will play a pivotal leadership role in establishing and overseeing the financial systems, strategies, and operations of the university college. This position is responsible for ensuring financial sustainability, regulatory compliance, transparent reporting, and strategic budgeting in alignment with the institution’s mission and HEA standards. The FM will work closely with senior management to support long-term academic growth and institutional accountability.
Key Duties and Responsibilities:
- Provide strategic financial leadership and advice to the University College’s Executive Management.
- Establish and maintain sound accounting systems and internal controls in accordance with the Higher Education Authority (HEA) and national financial regulations.
- Prepare and present timely, accurate financial statements and management reports.
- Lead the budgeting process and ensure effective budgetary control across all departments.
- Manage institutional financial resources, investments, and expenditures to support long-term sustainability.
- Ensure full compliance with Zambian tax laws, financial regulations, and statutory obligations (e.g., ZRA, NAPSA, NHIMA).
- Oversee procurement, audit processes, and risk management frameworks.
- Develop financial policies and procedures for the institution.
- Coordinate with external auditors and regulatory bodies during inspections or accreditation processes.
- Foster a culture of financial discipline, efficiency, and transparency across the institution.
Minimum Qualifications and Experience:
- Bachelor’s degree in Accountancy or any accounting qualification at NQF Level 7.
- Minimum three (3) years of post-qualifying experience in a financial management or accounting role.
- Full or partial professional qualification is an added advantage.
- Registration with ZICA is mandatory.
Preferred Competencies and Skills:
- Strong knowledge of financial regulations and reporting standards in Zambia.
- Excellent analytical, budgeting, and forecasting skills.
- Proven experience in financial planning and institutional resource management.
- Strong leadership and team management abilities.
- High level of integrity, accountability, and ethical standards.
- Proficiency in accounting software and Microsoft Office Suite (especially Excel).
- Ability to work collaboratively with academic and administrative staff.
Terms of Appointment:
Type: Full-time
Contract Duration: Initial 3-year contract, renewable based on performance and institutional needs
Remuneration: Competitive and commensurate with experience and qualifications
