AFROCAB Treatment Access Partnership (AFROCAB) is an African network of HIV community leaders and advocates working to accelerate access to optimal HIV and co-morbidity treatments and prevention products. AFROCAB primarily operates in sub-Saharan Africa, with a secretariat in Zambia and a network of people in twenty-two countries. AFROCAB was established in 2011 to facilitate community treatment access dialogue with multinational and generic drug manufacturing companies, policymakers, UN agencies, civil society organizations, and others working on anti-HIV drugs and clinical research of new molecules and diagnostics. Currently, AFROCAB is focused on three key areas: global advocacy, building global national and regional networks, and building country responses and coordination, all to move toward creating an ecosystem approach to addressing the complexity of delivering the highest quality and most cost-effective treatment of HIV and comorbidities in Africa.

Position Overview: AFROCAB is seeking passionate, dynamic, motivated and experienced Finance Officer to manage day-to-day project finance operations, including budget tracking, grant compliance, financial reporting, and country-level support, ensuring timely and accurate financial data for decision-making.

Key Responsibilities

Project & Grant Support:

  • Assist Country Leads in preparation of country funding requests and liquidation of advances.
  • Track country expenditures against approved budgets to ensure compliance with donor flexibility thresholds.
  • Reconcile Country Lead advance accounts in SAGE and SharePoint

Financial Operations

  • Prepare monthly bank reconciliations and resolve discrepancies promptly.
  • Manage foreign exchange transactions and ensure correct application of exchange rates.
  • Prepare and monitor project cash flow forecasts.

Grants & Donor Compliance

  • Review country-level financial documentation for compliance with donor rules.
  • Support donor reporting by compiling financial data from project sites.
  • Maintain grant files with complete supporting documentation.
    Financial Analysis
  • Prepare variance analyses for Countries – comparing expenditure against workplan for each Activity
  • Identify budget over- or under-spends and advise on corrective measures.

Sub-Grant Management

  • Assist with management of sub-grants management

Capacity Building & Support

  • Train country teams on expense reporting and documentation requirements

Qualifications:

  • Bachelor’s degree in Accountancy, or full professional qualification (CIMA, ACCA, or ZICA).
  • At least 5–6 years of relevant experience within the NGO sector.
  • Registered member of the Zambia Institute of Chartered Accountants (ZICA).
  • Ability to work under pressure, meet deadlines, and manage multiple tasks.
  • Excellent interpersonal and stakeholder engagement skills.
  • Strong knowledge of donor financial regulations (e.g., UNITAID, Global Fund, USG, or similar).
  • Proficiency in accounting software (preferably SAGE 200 Evolution) and advanced Microsoft Excel skills (pivot tables, lookups, data analysis).
  • Experience in preparing and managing multi-currency budgets and financial reports.
  • Knowledge of International Financial Reporting Standards (IFRS) and/or International Public Sector Accounting Standards (IPSAS).
