JOB DETAILS:
ORGANISATIONAL CONTEXT:
The Human Resource Officer will report directly to the Country Director.

JOB PURPOSE:
To deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
2. Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them.
3. Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements, and resolving employee relations issues.
4. Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
5. Deliver onboarding activities which ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
6. Contribute to building and managing talent within WFP, working with managers to understand their needs, and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
7. Support organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
8. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
9. Collate and analyze data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
10. Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
11. Other as required.

Applies expert skill in building strong partnerships with senior stakeholders to get and in-depth understanding of WFP’s organizational objectives and related operational challenges, and therefore ensure the ongoing alignment of the HR operating model. Applies this understanding to design people initiatives that support the achievement of WFP’s strategic goals.

Solutions
Demonstrates deep knowledge of all WFP HR solutions. Creates plans for their successful implementation and execution, in order to contribute to strategic HR and organizational outcomes.
HR Operations Management
Applies in-depth understanding of WFP HR Operations to ensure their full alignment with WFP’s HR strategy. Drives continuous HR operations improvement and oversees implementation of changes, by maintaining robust review processes.

Applies advanced knowledge of WFP’s organizational and HR strategic objectives, as well and operational complexities, in order to ensure alignment of HR support within own area of responsibility. Establishes and maintains internal network on an ongoing basis, to develop understanding of organizational challenges and local teams context and therefore, ensure focus on local priorities and people.
Designing Talent Management
Solutions
Utilises broad understanding of leading HR practices and WFP context to contribute to the design of standards and guidelines in line with WFP People Strategy. Demonstrates sound judgement in interpreting external leading HR practices to contribute to Talent Management solution design, ensuring appropriate buy in throughout the process.
Analysing and Forecasting
Applies advanced knowledge of workforce data and analytics to provide insights and forecasts, in order to enable decision making. Utilises advanced knowledge of WFP forecasting and analysis tools and methodologies, along with leading HR insight generation and visualization practices, to identify opportunities for improving WFP’s HR practices.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE – HR SERVICES:
• Has provided direction and instruction to more junior staff members within area of expertise
• Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE – CENTRE OF EXPERTISE:
• Has provided direction and instruction to more junior staff members within area of expertise
• Has collated and analysed data in order to support aspects of broader change initiatives and programme design

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education:
Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:
At least 3 or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
Knowledge & Skills:
• Broad or specialized knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
• Ability to supervise and support more junior and/or less experienced members of the team.
• Ability to work with minimal supervision.
• Ability to analyze data, draw conclusions and recommend a course of action.
• Good communication skills required to give and receive information and work with a variety of individuals.
• Ability to establish and maintain effective relationships with clients and provide client-oriented service. Ability to identify client’s needs and match them to appropriate solutions.
• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
Language: Fluency in English language and the duty station’s language, if different.
