JOB DETAILS:
The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries’ management of the supply chain, and collaborate with key international stakeholders to support global health initiatives.
With 100+ staff across eight offices around the country, this diverse and complex program sets out to strengthen capacity of GRZ to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision making, (2) improved quantification procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution by Medical Stores Limited, and (5) increased strategic management and planning by Ministry of Health for improved commodity security. The project seeks to recruit (on a one-year contract renewable) for the following position:
Position Title: Knowledge Management Director (1 Position)
Reporting : Deputy Country Director

Principal Duties and Responsibilities
The Director, Knowledge Management will work with the Country Director and Deputy Country Director to lead in-country technical assistance for GHSC-PSM in Zambia for evaluating national performance against set supply chain targets and ensuring learning for internal and external collaboration, continual improvement, and showcasing supply chain successes. The director will be responsible for developing technical strategies, setting standards, providing technical assistance, and monitoring the progress of implementation for the component of the project focused on knowledge management. The director will also serve as a member of the senior management team and will develop and communicate the vision and strategic direction of the project.

Specific Tasks
Technical Implementation
• Lead the knowledge management unit, which will encompass the PSM project’s monitoring, evaluation, and learning (MEL), and data analytics, and communications divisions, providing a dedicated team to conduct analysis on supply chain and project performance and strategic planning for continued learning and improvement for effective use of resources;
• Gather, analyze and report data on all task orders to meet PSM indefinite delivery indefinite quantity (IDIQ) monitoring and evaluation (M&E) requirements and liaise with task order directorates in completing specific requirements, such as the TO1 site level stock reports and PMI dashboards;
• Ensure all routine project technical reports are produced of high quality and submitted on time, to include monthly activity reports, monthly data reports, and quarterly/annual reports;
• Work with the Country Director, Deputy Country Director, and technical teams to foster a culture of adaptive management and learning throughout the program team by evaluating performance against project targets and identifying opportunities for learning and improving strategies;
• Continue to promote usage and development of a data analytics platform using business intelligence (BI) software to enhance supply chain analytics and improve data visibility;
• Collaborate with Task Order 2 directorate and LSS directorate in the execution and reporting for End Use Verification (EUV) surveys for malaria and maternal child health;
• Lead the implementation of the project communications strategy, ensure quality control of project publications such as success stories and newsletters;
• Work with technical experts in Washington to gather information on global successes and challenges to identify best practices for implementation in the Zambian context.
Management
• Supervise the managers under his/her responsibility, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, develop SMART goals and periodically monitor progress towards objectives;
• Provide oversight of a team of technical and communications specialists for evaluating national performance against set supply chain targets and ensuring learning for internal and external collaboration;
• Work with Country Director, Deputy Country Director, and technical teams to lead development and management of annual work plans and budgets based on project resources available and intended annual and life of project targets set according to Government of Zambia and USG priorities;
• Develop scopes of work for short-term technical assistance (STTA) in collaboration with the PSM Zambia field team and HQ. Provide technical oversight of consultants and review associated outcomes and deliverables to ensure quality and timely submission to the client;
• Represent PSM project at various technical meetings with collaborating partners, senior government officials and/or donor agencies;
• Exhibit Chemonics values and build culture of “Living our Values” within the team;
• Ensure that staff understand and adhere to established policies and procedures. Support quick and just resolution of any disciplinary issues that arise;
• Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently;
• Carry out additional responsibilities as may be assigned from time to time in consultation with the Deputy Country Director or Country Director.

Minimum Education Qualifications, Experience and Competencies:
• Bachelor of Science degree, Public Health degree, Bachelor of Arts degree or a related field required;
• Master of Science, Master of Arts or its equivalent preferred;
• Minimum ten (10) years of knowledge management, communications, M&E, and/or organizational learning experience required;
• Solid understanding of supply chain management systems and public health strongly preferred;
• Thorough knowledge of USAID funding and its contractual and reporting necessities required: experience managing USAID-funded health programs strongly preferred;
• Strong leadership and motivational ability;
• Strong written and oral communication skills;
• Excellent problem solving and decision-making skills;
• Written and spoken English proficiency.
