Introduction
The International Labour Organization, with funding from the Irish Government, is embarking on the implementation of a programme dubbed Inclusive Growth, Social Protection and Jobs Creation. The overall goal of the social protection component of the programme is to enable national governments to use appropriate, well-designed and well-managed social protection systems to reduce poverty and vulnerability and contribute to inclusive economic growth.
The Social Protection component of the ILO-IrishAid programme in Southern Africa covers three countries under the responsibility of ILO-Lusaka, namely Zambia, Malawi, and Mozambique and will be guided by the following objectives: a) the creation of political and public debate on social protection, b) building the capacity of governments to effectively and efficiently deliver social protection transfers, c) supporting the design of national social protection policy and prioritized implementation plans, and d) supporting sustainable and progressively domestically funded social protection financing frameworks. The project supports capacity building and leadership development in the social protection sector in the region, through the development and application of the TRANSFORM curriculum on building and managing social protection floors.
TRANSFORM is an innovative learning package on the administration of national social protection floors in Africa. It encompasses learning materials and methods for adult learning, to help decision makers and practitioners take ownership in building national social protection systems through continuous learning and reflective practice. TRANSFORM is an inter-agency initiative of UN agencies supporting the building of social protection floors in Africa, currently with participation of the ILO, UNICEF and UNDP.

Reporting lines:
Under the overall responsibility of the Director of the ILO Country Office for Zambia, Malawi and Mozambique (CO-Lusaka), the Social Protection Knowledge Management and TRANSFORM Technical Officer will report directly to the Social Protection Project Manager in CO-Lusaka.
The incumbent will work closely with other UN agencies participating in the TRANSFORM initiative at country and regional level. S/he will work in close collaboration with the social protection specialists attached to the ILO Decent Work Team in Pretoria, social protection experts in the Social Protection Department (SOCPRO) in ILO headquarters and other social protection experts from agencies participating in TRANSFORM, including in other regions. The incumbent will supervise junior staff members of the TRANSFORM coordination hub.

Description of Duties
• Under the guidance of the SP Project Manager, coordinate the TRANSFORM initiative in the region in line with the approved work plan and budget, as well as other critical initiatives in the areas of knowledge and capacity development envisaged in the project. Ensure effective implementation of planned activities, through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.
• Support peer-to-peer learning, exchange and knowledge development across countries in the region in the areas of focus of the project. Assist in the coordination and development of knowledge products and communications materials on technical subjects in the areas of focus of the project. Coordinate the organization of regional meetings and events for interchange of experiences in the topics of focus of the project.
• Provide overall technical coordination and quality assurance for continuous improvement, development and adaptation of the TRANSFORM package so to respond to needs of capacity building in the region and to maximize impact of learning for different audiences in particular contexts. Support the preparation of additional training and leadership development modules/materials as part of the TRANSFORM curriculum. Coordinate inputs from external consultants and partners involved in the development, revision and enrichment of TRANSFORM modules/materials, and where relevant in the delivery of national applications at country level.
• Provide support to the expansion and adaptation of TRANSFORM to other (sub) regions in close collaboration with key focal points, including the TRANSFORM Arab Region Hub.
• Supervise the TRANSFORM regional support team (TRANSFORM coordination Hub) and the team of junior technical and administrative staff working in support of the initiative in ILO and other UN participating agencies.
• Support the establishment and maintenance of a cohort of regional TRANSFORM trainers of trainers. Coordinate regional training of Trainers processes and accreditation of regional masters’ trainers only. Supports communication and interaction among TRANSFORM Master trainers’ group. Provide support to activities of the regional Trainer of Trainers community
• Provide support to country teams and national trainers for the application of the TRANSFORM curriculum. Engage with country teams in the development of country strategies to embed TRANSFORM in national capacity development processes. Provide technical and logistical backstopping for TRANSFORM country and regional applications. Maintain close liaisons with governments, workers’ and employers’ organizations, UN organizations, research institutions and non-governmental organizations which are involved in TRANSFORM applications at regional and country levels. Facilitates exchange across TRANSFORM country teams and national Trainers groups.
• 8. Support the development processes of the final evaluation, the final report and the new partnership (PRODOC) with Irishaid
• 9. Support and facilitate communication, dissemination and resource mobilization efforts for the TRANSFORM initiative at regional and global level. Regularly updates the TRANFORM advisory group on developments of the initiative in the region. Represent the TRANSFORM initiative at pertinent regional and national forums and consultations.
• 10. Coordinate closely with other ILO units, UN agencies, partners and donors participating in the initiative, as appropriate on the TRANSFORM and other knowledge management initiatives envisaged in the project.
• 11. Undertake such other tasks and responsibilities as may be assigned by the SP Project Manager.

Required qualifications
Education

An Advanced degree in a relevant field (such as economics, social policy, law, international studies and/or other relevant social sciences field), with demonstrated expertise on social protection issues.
Experience
• At least five years of relevant professional experience with emphasis on social protection including at least two years at the international level
• Proven experience in the field of knowledge management, institutional strengthening and/or capacity building
• Experience with social protection systems and the TRANSFORM initiative is an advantage.
• Knowledge of the ILO normative frameworks on social protection is an advantage

Languages
Excellent command of English. Working knowledge of French is an advantage.
Competencies
• Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization;
• Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field;
• Ability to formulate new concepts and methodologies;
• Ability to draft reports and prepare guidelines relating to programme development and implementation and ability to provide technical support to senior specialists carrying out research, project formulation and implementation;
• Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda;
• Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques;
• Good computer skills.
• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

• Ability to justify requirements and approaches to problem resolution.
• Ability to organize and coordinate complex international trainings and workshops,

• Good knowledge of the role and operations of UN system activities for development.
