SUMMARY OF ROLE
IntraHealth seeks a Logistics Officer for the USAID Ingobyi Activity. The Ingoybi Activity will support the Rwandan Ministry of Health (MOH) to contribute to the reduction of infant and maternal mortality and incidence of malaria in Rwanda, focusing on improving the availability, quality and utilization of RMNCH and malaria services and improving the health of women, adolescents, and children under five. The Logistics Officer will handle all local travel arrangements for the Activity. This includes assisting with ground transport arrangements for guests and Activity staff; managing Activity vehicles in terms of driver allocation, maintenance, fleet scheduling, fuel, and mileage monitoring; manage air travel in liaison with the travel agent; enforce motor vehicle usage policy; review of ground transport, vehicle maintenance, and air travel bills; and supervise the drivers. S/he works closely with the Admin & HR Manager in coordination with the technical and finance teams in the country office. The Logistics Officer reports directly to the Admin & HR Manager.
ESSENTIAL FUNCTIONS

  • Oversee the management and allocation of up to 10 office vehicles including tracking, parking and security
  • Coordinate and process car hire and local air travel requests from users in line with approved logistic plans ensuring cost effectiveness
  • Manage the contracted car hire firms to ensure satisfactory and efficient services to the users within the approved rates
  • Manage and organize ground transport logistics in the most cost effective and efficient manner and as per stipulated travel policies and any applicable regulations
  • Take leadership in ensuring the ordered services for transportation including air and ground are provided satisfactorily
  • In coordination with the drivers, ensure monthly reports are prepared on vehicle mileage, fuel consumption, repairs and maintenance
  • Ensure all vehicles are in good working condition and supervise their maintenance and cleanliness
  • Maintain updated and easily accessible motor vehicles and logistic files
  • Monitor international travels against the donor pre-approved trips and any specific approvals required
  • Organize for required accommodation and other logistics for staff travelling both locally and internationally including those visiting the Ingobyi office
  • Perform other duties as assigned
    MINIMUM REQUIREMENTS
  • Bachelor’s degree in Business Management or an equivalent relevant field
  • At least 4 years working experience in managing a busy logistics environment
  • Good knowledge of USAID rules and regulations and donor requirements
  • Proficiency in Microsoft office (Outlook, Word, Excel, and PowerPoint)
  • Ability to handle multiple tasks simultaneously with prioritization
