The successful candidate will contribute to a comprehensive evaluation and provide expert analysis, helping to inform strategies and programme improvements. Scope of Work
The consultant will be responsible for:
- Assessing the effectiveness and quality of a midwifery programme, including clinical training, mentorship, and service delivery.
- Analysing feasibility and readiness for scaling up the model, including infrastructure, staffing, and resource availability.
- Reviewing student enrolment trends and the implications of national regulatory frameworks.
- Comparing academic, clinical, and practical competencies of graduates across institutions using both qualitative and quantitative data.
- Conducting a graduate tracer study to evaluate employment status, deployment patterns, and professional development.
- Identifying success factors, challenges, and opportunities for sustainable scale-up of midwifery education programmes.
- Developing actionable recommendations to enhance programme design and implementation.
Deliverables
- Inception Report and Methodological Framework
- Data Collection Instruments and Datasets
- Draft and Final Evaluation Reports with summary infographics and presentation slides
- Policy and Programmatic Recommendations
- Tracer Study Report and Deployment Map
Qualifications
The ideal candidate must have:
- At least a Master’s degree Midwifery, Nursing Education, Public Health, or a closely related field.
- At least 10 years of experience in programme evaluation or workforce development, with a strong background in capacity building or lecturing of midwives.
- Demonstrated knowledge of midwifery education systems and regulatory frameworks in sub-Saharan Africa, preferably Zambia.
- Proven expertise in both qualitative and quantitative research methods, including tracer studies and competency assessments.
- Strong analytical, writing, and communication skills; evidence of publications is an advantage.
- Experience working with Ministries of Health, professional councils, and health training institutions.
