ORGANIZATIONAL CONTEXT
This job is open in WFP Rwanda, Kirehe Field Office and the job holder will work under the direct supervision of the Head of Field Office. At this level, the job holder will be expected to demonstrate responsibility and initiative to respond independtetly to various quesrie with only minimal guidance.
JOB PURPOSE
To coordinate, monitor and support the implementation of WFP food assistance in Kirehe Field Office, in close collaboration with the implementing partners.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of the Head of Kirehe Field Office, the Monitoring Assistant will be responsible for the following tasks:
General:
• Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
• Provide project management and/or general office support following established targets and WFP’s policies and procedures.
• Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
• Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
• Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
• Support communication and activities with local partners, agencies, NGOs and government institutions.
• Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
• Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.Specific:
• Prepare monthly food requirements and food release notes for the supported activities, monitor the implementation of the food assistance, assist in the implementation of the food distribution, review and document the achievements, identify constraints and provide feedback accordingly;
• In close collaboration with the implementing partners ensure that food is efficiently prepared, distributed and that beneficiaries receive their full entitlements as required;
• Coordinate with logistics assistant to monitor and review the overall food commodity movements such as food deliveries, storage, transport and distribution at the site and verify that food received has been properly recorded, and damaged or suspected damaged commodities are reported;
• Compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) to support operational decision-making;
• Liaise with other UN agencies and implementing partners involved in implementing activities at the field office level, including participation on behalf of WFP in inter-agency and sector meetings;
• Report periodically to the Head of Field Office on relevant events regarding food management, distribution and other related issues; Identify any apparent issues in the programme and report them to the appropriate personnel;
• Provide technical support to the implementing partners, support, supervise and train field partners’ personnel as appropriate;
• Contribute to the development of weekly and monthly situation reports at the field office level, analyse and review the monthly cooperating partner reports;
• Compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) to support operational decision-making;

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A completion of a University Bachelors Degree in a relevant field is desirable.
Language: Fluency in both oral and written communication in the English language. Working knowledge of French is an advantage.
Other Specific Job Requirements
• Good at networking with partners, possess communication skills, with skills in report writing.
• Substantial experience in food distribution systems, and food assistance activities especially for vulnerable people.
• Experience in monitoring of livelihood activities at the field office level
