Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has Programme Areas (PAs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located
We are looking for experienced and vibrant self-starters to fill the following positions:
Monitoring and Evaluation Officer (X1) – Not One Girl Less (Nogl) Project, Eastern Program Area

Position Description:
The purpose of the Monitoring and Evaluation Officer is to ensure monitoring and evaluation activities of Plan International Zambia are implemented based on Monitoring & Evaluation Research and Learning (MERL) strategy, standard and program quality policy. This would be demonstrated in undertaking responsibilities which includes technical and support supervision of project implementation and review of research/study reports and providing capacity building training on MERL/MEAL for staff and partners and establishing data base, documenting lessons learned and good practices.

Responsibilities:
• To ensure regular communication with Programme Monitoring & Evaluation Research and Learning (PMERL) Plan regional/global technical teams to integrate appropriate technical input and priorities in MERL
• Work on proposal development (log-frame) by providing relevant inputs on indicators and measurement tools in close coordination with the technical unit and project management team
• Ensure that the quality of project supported M&E trainings, review meetings and supportive supervisions are maintained;
• Provide monitoring and evaluation training to relevant project staff and government staff engaged in data management and utilization.
• Provides technical support to field teams in project activity monitoring, data organization and utilization and report writing
• Facilitate regular programme monitoring in collaboration with project M&E team
• Support, oversee, and advise on activity-level and program-level monitoring, evaluation, research, and learning to ensure quality and consistency across the project.
• Lead the design, research and production of regular evaluation reports that assess the progress of broad programmatic interventions toward strategic objectives with technical advisors to
• To lead the development of M&E Framework and monitoring & evaluation plan for project activities and indicators and ensure adherence to the plans and systems
• Support the analysis and reporting on project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective actions.
• Maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required; and
• Support the CP team in developing and maintaining the accountability mechanism within Plan field location and in coordination with partners.
• Attend regular calls, meetings, etc. as required by Plan International;
• Actively develop and maintain effective working relationships with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors.
• Coordinate with Head of Programs, Gender Specialist and Program Staff to ensure that issues of gender equality, inclusion, child protection and safeguarding, accountability, risk and vulnerability are addressed and monitored throughout all programs
• Coordinate and/or implement training and briefing of Plan International partners, and other key stakeholders on PMERL.
• Support coaching and maintain open and professional relations with all the team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions and different task assigned to them;
• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
Educational Qualifications and Experience:
• Degree in Social Sciences, Development, Education, Social Work, International Relations, Gender studies or similar field.
• Minimum of 3 years relevant work experience in similar environment
• Experience in working with M&E systems in an NGO/INGO
• Demonstrated experience in managing child sponsorship operations
• Experience of strategic leadership and planning processes
• Experience in INGOs sponsorship management systems and financial regulations

Competencies:
• Good understanding of gender and ability to engage on gender equality issues;
• Good knowledge and experience in Project Cycle Management
• Good Experience in utilizing internationals tools such as: The Inter-Agency Network for Education Emergencies (INEE) Minimum Standards Reference Tool accompanies and the INEE Minimum Standards Handbook.
• Knowledge and understanding of best practices in M&E including global practices.
• Knowledge of gender inclusion and global/local development issues,
• Knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
• Understanding of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
