The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The bilateral programme Climate Resilient Agri-Food Systems (CREATE) commissioned by BMZ aims at capacitating key actors in the agriculture and food sector to better implement evidence-based inclusive measures with regard to climate resilience, food security and business development. The project supports the Government of the Republic of Zambia (GRZ) in the implementation of CATSP (Comprehensive Agriculture Transformation Support Programme) and the BMZ core area strategy “Transformation of agricultural and food systems”. A Lusaka-based team advises the national level while three regional teams support implementation in Eastern, Luapula and Southern Provinces. The project is embedded in the GIZ Zambia Agri-Food Cluster.
In this context, the project is seeking a suitable candidate for the following position:
Monitoring and Evaluation Specialist – Band 4 (based in Lusaka)

Main tasks and responsibilities
- Develop and implement a monitoring and evaluation (M&E) system for the programme
- Conduct regular data collection, analysis, and reporting to measure project performance and impact
- Provide technical support to project staff on M&E methodologies and tools
- Ensure compliance with donor requirements and GIZ standards for M&E
- Facilitate knowledge management and sharing of best practices within the team
- Coordinate with internal and external stakeholders to ensure alignment of M&E activities with project goals and objectives
- Prepare high-quality reports, case studies, and presentations based on M&E findings
- Support the information, communication and public relations work of the project by providing results data
Qualifications and Requirements
- Bachelor’s degree in social sciences, Economics, Business Administration, Development Studies, Statistics, or a related field
- Master’s degree is an added advantage
- Applicants are expected to have their academic certificates certified by Zambia Qualifications Authority (ZAQA)
Professional experience
- Atleast 5 years relevant work experience in monitoring and evaluation including M&E systems development, preferably within the development sector
- Proven strong analytical skills and proficiency in M&E tools and methodologies
- Proven strong skills in report writing, documentation and knowledge management principles
Other knowledge and additional competences
- Excellent written and verbal communication skills in English.
- Demonstrated ability to work independently and as part of a team.
- Proficiency in data analysis software (e.g., SPSS, STATA) and advanced Excel skills
- Experience in capacity building and delivering training sessions
- Strong organizational skills and attention to detail
- Openness to digital solutions (“Digital by default”) and innovations incl. proficiency in standard IT work programmes (MS Word, Outlook, Excel, Teams, PowerPoint)
- Ability to work independently and target-oriented with demonstrated organisational skills as well as prioritisation capabilities in a dynamic environment
- Ability to self-reflect, experience in and openness to professional feedback culture at the workplace.
The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
