1. HEAD COMMERCIAL SERVICES – READVERTISED (3 YEARS CONTRACT)
Job Purpose
Reporting to Managing Director, the Head Commercial Services will manage and coordinate the commercial functions for the Company in order to enhance revenue collection and achieve set revenue targets
Summary of Main Accountabilities
• Devises and implements commercial and business strategies aimed at ensuring timely billing and collection of revenue from all clients to enable the company operate as a viable business enterprise
• Organizes and coordinates market research to establish customers” areas of dissatisfaction and introduces alternative methods to redress the situation
• Reviews the market scenario of the water business on a continuous basis and exploits any emerging opportunities so as to enhance company revenue base
• Assesses the performance of support staff and arranges suitable training in respect of those found wanting
• Contributes to the departmental efficiency savings by ensuring that the allocated budget is not exceeded
• Ensures full regulatory and legal requirements compliance and identifies potential risk issues and defines, negotiates and agrees the effective utilisation of resource in line with service specifications
• Identifies new tools and technologies to better serve the customer
• Carry out any other assignments as shall be delegated to in line with the objectives of the Department.

Knowledge and Skill Requirements:
• Grade 12 Certificate
• Bachelor Degree in Business related studies
• Master’s Degree will be an added advantage
• At least 5 years’ experience at a similar role
• Good communicator
• Numerical and computation skills
• Analytical (numerical and computation) skills
• Able to anticipate the challenges and opportunities which arise from customer, regulatory, technological and sector changes and translate these into coherent strategy.
• Ability to work in fast pace working environment.
• A wide range of creativity and latitude is expected.
• Ability to develop a variety of effective presentations persuasive with a variety of techniques, for example, by using computer graphics to represent the findings of research.

2. TRANSPORT OFFICER – READVERTISED
Purpose of the Job
To plan, manage and direct the overall coordinating, monitoring and reviewing of activities involving the efficient and effective provision transport services in the Company.
Main Accountabilities
• Ensures regular servicing and maintenance of vehicles so that vehicles are always in good working condition. Takes note of the mileage when vehicle was last service check recommended next service mileage by franchise dealer
• Maintains an up to date record of fleet of vehicles and ensures that vehicles are roadworthy at all times by conducting regular inspection
• Prepares maintenance schedules of vehicles and ensures that the scheduled vehicles are road worth at all times by conducting daily inspections
• Acts as an effective interface between the company and insurance broker and garages to ensure that vehicles insurance is valid and that there is expeditious processing of claims and timely repairs of motor vehicles
• Acts as an effective interface between management and state police and RTSA in clearance of vehicles and accident investigation as well as registration of motor vehicles and insurance
• Ensures that all company pool vehicles have log books and that the same books are completed before any trip is undertaken in order to avoid unnecessary and unauthorized trips.
• Liaises with user departments and properly coordinates the use of pool vehicles at Head Office.
• Collects data on fleet performance and conducts appropriate analyses against agreed key performance indicators.
• Prepares reports for senior management detailing fleet performance, fuel monthly consumption, vehicle repair expenditure and compare budgeted against actuals for vehicle expenditure.
• Undertakes periodical road traffic and safety awareness in house training

Knowledge and Skill Requirements:
• Grade 12 Certificate with Five (5) O Levels
• CILT Diploma
• 3 – 5 years’ experience in a similar role in a comparable organization
• Qualification in Auto Mechanics/Electrical will be an added advantage
• Ability to conceptualize ideas and communicate effectively both orally and in writing

3. ENGINEER TRANSMISSION AND DISTRIBUTION
To plan and direct the operations of the water transmission and distribution facilities and its related infrastructure in the Company so as to provide quality water supply services at levels agreed in the service level agreements and guarantees.
Main accountabilities
• Plans for effective and efficient operations of the water transmission and distribution facilities across the District/Division.
• Plans for and undertakes valve maintenance programmes and water networks across the Division
• In liaison with the Engineer – NRW, plans for and ensures pipe replacements in the water networks across the Division
• Ensures that the water networks across the company is captured in GIS and periodically updated
• Ensures to maintain and sustain water supply hours/day in accordance with agreed SLA and SLG across the Division.
• Enforces compliance to SOPs on Water Transmission and Distribution networks across the District
• Develops the standards for the water transmission and distribution networks across the District.

Knowledge and Skill Requirements
• Grade 12 Certificate with 5 ‘O’ Levels
• Bachelor’s Degree in Civil and Water Engineering
• Member of the EIZ
• Minimum of 3 years’ experience

4. MANAGER – NON REVENUE WATER
To coordinate the implementation of the Utility’s Non-Revenue Water Strategy in order to reduce both physical and commercial losses across the company.
1. Main accountabilities
• Coordinates all leak detection and repair activities for the entire Company
• Sets goals for performance targets in compliance with the company’s Non-Revenue’s water strategic objectives.
• Organizes workflows and ensure that employees understand their duties or delegated tasks.
• Prepares and submits monthly and quarterly Non-Revenue Water Reports
• Cooperates and Communicates effectively with District Metered Areas Supervisor to provide assistance and technical support.
• Determines Non-Revenue Water components of physical water losses and commercial losses and develops, implements and measures against specific strategies for dealing with same
• Prepares and owns OPEX and CAPEX budgets for NRW reduction activity and develops priority programmes accordingly
• Leads the delivery of the bulk water meter and domestic meter installation and replacement programmes – targets metering interventions based on network analysis
• Organizes and assigns staff to perform House to House activities, Walk the Line, Sounding, Flow and Pressure activities.
• Coordinates the execution of night flows and provide detailed analysis of time based flow patterns in relation to consumer categories.

5. METER READERS
To carry out customer service functions in the assigned area of operation by taking meter readings accurately to enable billing and generation of correct bills for services rendered
Statements of Main Accountabilities
• Reads and records water consumption meters.
• Verifies readings in instances were consumption appears abnormal and provides reasons for fluctuations
• Distributes disconnection notices to customers whose bills are overdue
• Responds to simple customer queries in the field and records queries that are more complex for submission to the supervisor for action and ensures that feedback is timely communicated to the customer
• Records unmetered properties in designated area and opens new meter cards for new metered properties to update the billing database.
• Carries out water disconnections and reconnections as and when required
• Inspects meters for unauthorized connections, defects and damages and reports to the supervisor
• Update clients’ address, contact numbers and meter location coordinates
• Performs any other tasks as assigned by the supervisor

• Grade 12 Certificate with 5 O Levels
• 1 year experience in a similar role
