Position Title: National Migration Health Physician

Type of Appointment: Special fixed term, nine (9) months with possibility of extension

Context:
Under the overall administrative supervision of the Chief of Mission, the direct technical supervision of the Migration health officer, the incumbent will be responsible and accountable for coordinating and performing migration health assessments..

  Core Functions / Responsibilities:
• Perform migration health assessments and completes related medical documentation of migrants referred for migration health assessment in accordance with the resettlement countries’ technical instructions and IOM Rwanda Migration Health Department (MHD) Standard Operating Procedures, (SOPs) for medical examinations.
• Refer patients to medical specialists for stabilization treatment based on the previous medical examination or present clinical findings.
• Administer overseas Centers for Disease Control and prevention (CDC) recommended chemoprophylaxis treatment and immunizations as per the receiving countries’ requirements.
• Perform pre-departure and pre-embarkation medical checkup on all refugees
• Migrants departing under IOM auspices, making sure they are fit to travel.
• Complete Pre-Departure Medical Screening (PDMS) certificates for US-bound refugees during pre-departure medical check by ensuring timely, accurate and complete reporting of all activities related to medical examinations, stabilization treatment and parasites chemoprophylaxis as per IOM guidelines for PDMS procedures and IOM guidelines for medically assisted movements.
• Coordinate with the local/national health authorities, physicians, hospitals and laboratories as needed.
• Assist in the preparation, and implementation of research activities related to the migration health, tuberculosis and sexually transmitted diseases.
• Assist in developing potential health and migration projects/programmes for the Mission.
• Implement quality control standards and ensures confidentiality of individual health information.
• Assist in the analysis and technical elaboration of data gathered from the migration health assessment.
• Ensure adherence to the administration procedures including but not limited to Finance and Human Resource within the Medical department, service provider contracts, etc.
• Perform any other duties that may be required from time to time.


Required Qualifications and Experience
Education
• Master’s Degree in Public Health or other related clinical specialties or,
• University degree in Medicine with 2 years of relevant clinical experience


Experience
• Experience in public health is an added advantage.
• Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.
• Registered with the Rwanda Medical Practitioners and Dentists Board.
• Experience in administration/management an advantage.
• Health sector experience in Africa.
• Professional working experience in migration health, immigration medical assessments, epidemiology and/or international public health.
• Training/experience in Pediatrics, Internal Medicine or Infectious Diseases is an advantage.
• Ability to work under stressful conditions such as heavy workloads and tight timelines.
• Willing to accept flexible work schedule.
• Attentive to details and accuracy in handling and reporting data.
• Strong communication, negotiation and problem-solving skills.
Languages
• Fluency English and Kinyarwanda is required
