Position Overview
The Performance Management Advisor for MCGL is to provide technical assistance (TA) and analytical guidance across to the Ministry of Health (MOH) and the districts, health facilities and communities in two focus provinces in Zambia. With an up-to-date understanding of key health system performance issues, the Performance Management Advisor will contribute to efforts by the managers of Zambia’s public health system to support improvements based on quality assurance and improvement planning that leverages improved health management information systems (HMIS) in the delivery of RMNCAH services.

Responsibilities:
• Working in close collaboration with MOH counterparts, the Performance Management Advisor will serve as part of a multi-disciplinary MCGL technical assistance team to provide evidence-based timely inputs to coordinated efforts to improve the use of data from performance assessments (PAs) and service quality assessments (SQAs) to support improvements in RMNCAH services
• Support improvements to the biannual PA process to develop action plans that close performance gaps and to rationalize budgeting in the medium-term expenditure framework (MTEF) planning.
• In providing direct support to the development of annual medium-term expenditure framework (MTEF) annual plans, at the provincial and district levels, ensure that results from SQAs and PAs are integrated to form part of the evidence basis for priorities and anticipated activities.
• Support ongoing efforts to simplify the PA process through digitized modules.
• Reinforce the intended connections between SQAs and PAs and the technical supportive supervision (TSS) efforts which will require close collaboration with MOH counterparts and MCGL provincial team members to address relevant findings with coordinated actions.
• Support the creation of PA data visualization tools at the provincial, district and facility levels and support district health offices (DHO) to share SQAs across facilities to recognize high performance and motivate facility staff.
• Support the testing and rollout of web-based tools for performance assessments and SQAs to facilitate real-time data entry and visualization of results.
• Support improvements in district health information officer (DHIO) performance by analyzing efficiency task analysis matched to learning opportunities and monitoring support.
• Support DHIOs to conduct routine data verification activities in health facilities to identify bottlenecks and solutions and track how changes affect workload.
• Work with provincial health offices and district health offices to develop data for decision making mentorship structures that build on staff skills to foster a culture of data analysis across provincial, district and facility teams.
• Provide technical assistance at the district level to develop and roll out custom dashboards that simplify and synthesize HMIS data to support identification of areas for improvement in the delivery of RMNCAH services.
• Provide direct inputs to MCGL development of deliverables including the annual work plan, the Annual Planning Cycle (MTEF) report, the Sustainability Framework, annual progress reports, and the final activity report.
• Provide support and inputs to other technical and administrative tasks as assigned by supervisor.
Required Qualifications
• BA/BS and 8+ years of experience or graduate degree and 6+ years of experience;
• Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences.
• Previous experience and proven track record in providing technical advice to counties in strategic and operational planning, public financial management in the health sector;
• A strong understanding of the current Public Financial Management Landscape or health economics in Zambia specifically at a county level;
• Demonstrated experience delivering institutional strengthening assistance to counties in public financial management;
• Demonstrated experience designing and utilizing PFM training materials or manuals;
• Demonstrated interest and ability in growing staff, mentoring and coaching junior professionals;
• Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders;
• Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;

Position Overview
Jhpiego seeks a Director, Programs and Operations to provide project management-focused leadership, guide development, implementation, and monitoring of feasible, cost effective annual workplans/programs while also ensuring consistent use of project management tools and techniques across Jhpiego/Zambia’s portfolio. This includes being accountable for startup and close out of Jhpiego/Zambia projects. The Director Programs and Operations will sit on the senior management team, act as the key point of contact with Jhpiego home office backstopping team, work closely with the Jhpiego/Zambia Country Director on strategic planning and new program development opportunities. The Director Programs and Operations will work closely with Jhpiego/Zambia’s finance and administrative team to manage the Jhpiego/Zambia cost performance. The Director Programs and Operations will further support the Country Director on a range of key office-wide initiatives, including improving office processes and procedures, gaining efficiencies for the office as a whole.

Responsibilities:
• Provide project management (PM) leadership ensuring Jhpiego/Zambia adheres to Jhpiego global PM standards. Establish PM systems, maintain and update standardized PM tools and monitor each project’s adherence to Jhpiego/Zambia’s PM standards,
• Collaborate with Jhpiego finance staff and project directors to develop annual project budgets and monitor project performance.
• Identify and assess risks to performance, communicating risk to Jhpiego/Zambia Country Director. Develop and lead implementation of mitigation plan(s) to address identified risks.
• Lead project start up and close out activities by convening teams, developing detailed plans, monitoring progress, and communicating progress with Country Director and Jhpiego Headquarters.
• Manage negotiation and execution of project partners’ subaward and establish partnership principles.
• Collaborate with finance staff to manage PEPFAR-specific budgeting and reporting requirements.
• Represent Jhpiego as required with donors, Zambian government counterparts, collaborating partners in close collaboration with the project leads/project directors/chief of party/country director.
• Foster strong communication link with Jhpiego’s headquarters backstop team via email, phone, and shared workspaces.
• Contribute to new program development (NPD) opportunities including identifying and engaging potential local partners for current and future NPD opportunities. Contribute to proposal technical strategies and management plans..
• Supervise team of program staff providing day-to-day support to project activities, building their capacity in PM tools, performance analysis, PEPFAR requirements, and NPD.
• Serve as member of the Zambia Senior Management Team, providing leadership to the entire Jhpiego Zambia office.
• Support Country Director in developing, implementing and monitoring Jhpiego/Zambia strategic plan.
• Support Country Director in development and undertaking a range of strategic initiatives, aimed with improving office-wide policies and procedures.
• Serve as acting Country Director as needed.

Qualifications and Competencies:
• Graduate degree in public health, business, management
• 10 years of work experience in a voluntary, public, private sector or USG funded NGO
• Project Management for Development Professionals (PMD-Pro) certified (preferred)
• Strong writing skills
• Experience managing public health projects
• PEPFAR experience preferred.
• Ability to communicate effectively, particularly in writing
• Ability to handle a variety of different assignments sometimes under pressure of deadlines
• Ability to coordinate and consolidate information and logistics for programs and activities
• Ability to work independently, and coordinate with multiple teams,

Human Resources Officer

Purpose
The Human Resources Officer will provide Human Resources (HR) support to Jhpiego office for effective delivery of HR services and functions. This includes advising line managers and staff on all HR matters: recruitment, performance management, HR administration and employee relations in accordance with the HR policies. The HR Officer will also ensure compliance with Zambia labour laws.

Responsibilities
• Assist the HR Director in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
• Provide advice to staff and supervisors on various HR policies, good practices for effective and motivated staff.
• Assist to review and update HR policies as per local laws and best practices in the international NGO community.
• Assist the HR Director in ensuring that all staff complete their performance appraisals accurately and timely in JEMS and follow up missing appraisals.
• Prepare payroll for the Country Office
• Oversee the review and renewal of the Jhpiego medical Insurance scheme; Provide day-to-day administration of staff benefits and answer queries from staff regarding benefits.
• Coordinate on-boarding (orientation) of new staff with other departments to support the learning process of new employees and follow-up with new staff to ensure adaptation and identify problem areas.
• Maintain and update electronic employee records. Ensure hard copy files are complete and all required documentation is maintained in a confidential and secure manner.
• Coordinate training and development initiatives for staff.
• Process email requisitions for staff.
• Assist in the administration of HR Policies, addressing staff grievances and in handling disciplinary issues.
• Coordinate the staff welfare initiatives and all staff events; staff recognition award, staff retreats, team building and meetings, wellness activities.
• Responsible for drafting, processing and records of staff contracts and consultants.

Required Qualifications
• Bachelor’s degree preferably in the field of Human Resources Management or related field.
• Must have Post Graduate Diploma in Human Resources Management.
• Minimum 5 -6 years’ relevant experience.
• In depth knowledge of the Zambia labour
• Good computer skills particularly use of Human Resources Information Systems.
• Excellent organizational skills including the ability to multitask.
• Excellent interpersonal and communication skills.
• Be of high integrity and have a sense of confidentiality.
• Computer skills including demonstrated hands on-experience with MS Word, MS Power Point, and MS Excel.
• Proficiency in both written and spoken English.
• Member of the Zambia Institute of Human Resources Management.
