INVITATION FOR PREQUALIFICATION ZRAIPSU/PQ001/2021: PREQUALIFICATION FOR ACCREDITATION OF MANUFACTURER'S, DISTRIBUTORS AND SOFTWARE VENDORS OF ELECTRONIC FISCAL DEVICES FOR FISCALISATION OF THE TAXPAYERS' INVOICING AND/OR POINT OF SALE

The Zambia Revenue Authority (ZRA), is a statutory body charged with the responsibility of revenue collection The Zambia Revenue Authority (ZRA) has implemented the Tax Invoice Management System that allows fiscal devices deployed at the taxpayer's business premises to capture sales transactions and transmit that data to the Zambia Revenue Authority. This is in an effort to monitor and improve tax compliance among taxpayers. A number of Electronic Fiscal Devices have already been deployed on the system and distributed to selected taxpayers for use. However, there is need to accelerate the deployment of devices to the rest of the taxpayers in a sustainable way and hence more devices need to be accommodated.

The Zambia Revenue Authority now invites sealed bids from eligible and qualified bidders to participate in the prequalification for accreditation of manufacturers, distributors and software vendors of electronic fiscal devices for fiscalisation of the taxpayers' Invoicing and/or point of sale systems.
Bidding will be conducted through Open International Bidding (OB) procedures consistent with the Public Procurement Act No.8 of 2020 of the Laws of Zambia and the Public Procurement Regulations, Statutory Instrument No. 63 of 2011.

The Prequalification documents may be purchased at the Zambia Revenue Authority, Procurement Unit Office, 10th Floor, Revenue House, Kabwe Roundabout, PO Box 35710, Lusaka, Zambia for a non-refundable fee of ZMW1000.00 or its equivalent in a freely - convertible currency at the prevailing exchange rate in cash or bank certified cheque, for each set. The Request for Proposal documents can also be accessed on the Zambia Revenue Authority website: www.zra.org.zm. However electronic submissions shall not be accepted

Submission Procedure

Appropriately bound, sealed, and bold labeled bids must be deposited in the Tender Box situated on the 10th floor, Revenue House, Lusaka on or before Wednesday, 7th July 2021 at 10:00 hours local time. The bids must be labeled "ZRA/PSU/PQ001/2021-PREQUALIFICATION FOR ACCREDITATION OF MANUFACTURER'S, DISTRIBUTORS AND SOFTWARE VENDORS OF ELECTRONIC FISCAL DEVICES FOR FISCALISATION OF THE TAXPAYERS' INVOICING AND/OR POINT OF SALE SYSTEMS." Bids will be opened in the Boardroom of the Zambia Revenue Authority on 10th Floor, Revenue House in the presence of bidders or their representatives who choose to attend on the same day.

LATE BIDS SHALL NOT BE ACCEPTED.
