World Vision Zambia (WVZ) Limited is a faith-based Organization dealing with Relief aid, Development, and Advocacy dedicated to working with children, families, and communities to overcome poverty and injustice. WVZ is part of World Vision International and serves all people regardless of religion, race, tribe, or gender. We are currently working on 38 large-scale programs in over 30 districts in Zambia.
Position: Project Manager - Malaria Project
Reporting to: Associate Director –Grant Management
Location: Zambia
Purpose of the Position:
The incumbent is responsible for the overall leadership and management of the Malaria project in 6 districts, including effective coordination with other actors, timely implementation of program activities and effective response to emerging malaria needs. Responsibilities include overall implementation of the project’s components including needs identification, new programme development, budget management, detailed implementation planning, procurement and staff management. The Project Lead Manager will directly support district malaria coordinators in coordination, planning, monitoring, data collection/management and reporting of malaria activities in 6 districts. The incumbent will maintain working relationships with local MOH & community authorities including key stakeholders at the Provincial level. He/she will actively engage in malaria meetings and other relevant technical working groups. The position will work in close collaboration with the Associate Director Grant management and dotted lines with Technical Program Manager-RMCHAN. Additional inter-sectorial collaboration with health and other sectors will be necessary. .

Major Responsibilities:
• Support the M&E team, program staff and Co-Applicants to ensure the establishment and maintenance of effective project reporting, evaluation, and communication systems.
• Ensure submission of timely accurate and professional program reports that meet donor requirements to appropriate World Vision Partnership staff.
• Show case project effectives and impact through such meetings as program reviews, Steering Committee meeting and Malaria partners
• Surveys, data quality assessment, and other World Vision offices, Rotary, Gates and Government of the Republic of Zambia (GRZ) reports
• Ensure proper technical capacity of staff to manage all project activities effectively
• Establish leadership and personal credibility, implement, and maintain clearly understood chain of authority and accountability
• Work closely with the finance team to ensure effective management of grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors
• Review/evaluate program effectiveness on a regular basis and determine corrective action needed to improve goal achievement
• Oversee property and equipment acquisition, disposition, and management in compliance with World Vision (WV) internal and donor requirements
• Lead all project activities that require engagements with high level stakeholders such Parliamentarians, Traditional Leaders and other stakeholders.
• From inception ensure government involvement in project implementation and develop clear project exit strategies
• Capacity Building and coordination with the Muchinga and Central project in the 10 districts
• Ensure that coordination activities for all Malaria Elimination grants take place both at national and district levels
• Attend all national level coordination meetings organized by Ministry of Health (MOH) through the NMEC Programme
• Providing feedback to key government ministries on project performance semi annually
• Ensure that all staff are trained in safe guarding and child and adult protection issues
• Support staff to ensure that all safe guarding issues are managed as per procedure
• Spot exterior threats and develop strategies with staff to manage them and minimize their impact on project success

Qualifications: Education/Knowledge/Technical Skills and Experience:
• University degree or equivalent in Environmental Health, Public Health or Social science with experience in Malaria programming
• Masters degree in a related technical area preferred
• At least 5 years’ experience in Project management with knowledge of project cycle management
• Experience in Program Management in a complex, international organization preferably NGO context
• Knowledge and understanding of World Vision operations would be an added advantage,
• Must have excellent communications, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills
• Capacity to function well in a team and contribute effectively to team efforts.
• Experience in project design, implementation,
• Strong monitoring and evaluation and report writing skills
• Ability to work in a cross-cultural environment and functional teams
• Experience in managing a similar project
• Must have experience in project management and development processes
• Experience in project design, implementation, monitoring and evaluation and report writing essential.
• Must have excellent communications, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills
• Ability to work in a cross-cultural environment, and must be a mature Christian.
• Computer literate in Word, Excel, PowerPoint
• Capacity to lead a team and contribute effectively to team efforts.
