The Project Manager will be responsible for the management of all technical aspects of the IRCP, serving as the interface between Contractors, Consultants, RDA and the World Bank.
Key Responsibilities:
- Carry out periodic reviews of the implementation plan for the Project and schedule, making appropriate recommendations for required adjustments. Reviews shall cover:
- Procurement Plan
- Project Manual
- Bidding Documents
- Consultancy Terms of Reference and Requests for Proposals
- Ongoing contracts
- Environmental Management Plans
- Resettlement Action Plans
- Draft a detailed implementation program showing critical milestones for RDA approval based on reviews and advice
- Establish and manage an appropriate contract management methodology, including reporting instruments summarizing:
- Physical progress
- Compliance with quality control
- Environmental and technical contractual requirements
- Support RDA in reviewing and evaluating:
- Terms of reference for consultancy services
- Specifications for bid documents
- Ensure quality of documents submitted to the World Bank for no objection from a technical standpoint
- Formulate the rollout plan for OPRC program implementation throughout Zambia in consultation with relevant RDA departments and management
- Supervise and coordinate the OPRC project rollout across the country
- Regularly update RDA management and the World Bank on OPRC project status
- Administer all project contracts, including:
- Reviewing design and other reports for consultancy services (in cooperation with relevant RDA Departments/Units)
- Attending site and progress meetings as Employer's representative for civil works
- Conduct day-to-day project management, including:
- Regular project site visits
- Verification of study and activity quality
- Implementation of robust quality control systems
- Monitoring contractor and supervision engineer reporting
- Ensure implementation of remedial measures for quality improvement when required
- Maintain effective communication with:
- Contractor and consultant site management teams
- RDA staff
- World Bank team
- Wider community (when required)
- Manage variations, legislative changes, and other changes per contract and project agreement provisions
- Ensure progress aligns with implementation schedule and performance indicators
- Support RDA in resolving site disputes, contractor grievances, and claims
- Maintain high ethical standards and transparency throughout project implementation
- Draft project correspondence for contractors, consultants, and World Bank
- Review Engineer and Consultant reports, providing analysis and preparing comments for World Bank submission
- Review needs for variations and additional works in consultation with RDA Departments/Units and the Engineer
- Monitor and control progress of construction contract works
Qualifications and Experience:
- Full Grade 12 School Certificate
• Qualified Registered Civil Engineer with minimum 15 years post-graduation experience in road sector
• Postgraduate qualification in Civil/Highway/Transportation Engineering
• Minimum 8 years relevant experience in road project management at senior/management level
Skills and Attributes:
- High integrity, reliability, and resourcefulness
• Fluency in written and spoken English
• Knowledge of World Bank Procurement Procedures for Works and Services
• Experience in civil works and consulting services procurement (advantage)
• Strong negotiation skills (advantage)
• Knowledge and practical experience in road maintenance operations
• Proficiency in standard and specialized computer applications (Word, Excel, email)

This is a full-time position on the project. The contract is initially for a period of four (4) months (up to December, 2025) which is the remaining duration of the project, but with a possibility of a further one (1) year extension of the project subject to satisfactory performance.
