Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The ILO is implementing the ‘Addressing decent work deficits and improving access to rights in Malawi’s tobacco sector’ [MWI/20/01/NOR] country-level development cooperation project in Malawi over a period of four years during 2020 – 2024. The overall objective of the project is to ensure that the Government, employers’ organization and workers’ organizations effectively address decent work deficits in the tobacco sector and ensure access to rights, in particular fundamental principles and rights at work as a means to improve livelihoods, incomes and food security. The project strategy is based on the ILO’s global Integrated Strategy to address decent work deficits in the tobacco sector, as adopted by the ILO Governing Body on 31 October 2019 [GB.337/POL/5/decision] and is further framed by Alliance 8.7 for which Malawi is a Pathfinder Country.
Based on the three building blocks of the ILO’s global Integrated Strategy: (1) enabling policy environment; (2) strengthened social dialogue; and (3) addressing decent work deficits in tobacco-growing communities including child labour and including through economic diversification, the project follows a two-pronged approach combining an institutional development component with a direct support component. The institutional development component aims at improving the capacity of the Government, and workers’ and employers’ organizations to address the employment and labour challenges in tobacco-growing communities and the agriculture sector at large. The direct support component includes targeted action to address decent work deficits in tobacco growing communities on the ground.
Reporting lines:
The Technical Officer will work under the direct supervision and overall guidance of the Director of the ILO Country Office for Zambia, Malawi and Mozambique. As well as under the technical supervision of the rural economy and related sectors, agriculture, plantations, tobacco specialist, Forestry, Agriculture, Construction and Tourism Unit (FACT), Sectoral Policies Department (SECTOR), which is the technical backstopping unit for the project.
The Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) of the Governance and Tripartism Department (GOVERNANCE), which is a collaborating unit for the project, will provide additional technical advice and support. The Technical Officer will directly supervise the project’s National Project Officer (NPO), Finance, and Administration Assistant (FAA) and Driver.
The Technical Officer will liaise as relevant and appropriate with staff of the ILO Malawi Project Office, in particular the Senior Project Officer of the ACCEL Africa project. Including CO-Lusaka staff, field specialists in the Decent Work Technical Support Team for Eastern and Southern Africa (DWT-Pretoria), staff of the Regional Office for Africa (ROAF), and technical specialists at ILO Headquarters in Geneva. .

Description of Duties
1. Ensure effective coordination, planning, implementation, and monitoring and evaluation of the project within the policy and procedural requirements and guidelines established by the ILO and the donor.
2. Engage effectively with ILO constituents, project partners, relevant ILO units and other stakeholders to oversee development and execution of the project’s work plan; ensure synergies with other ILO projects and programmes, including the ACCEL Africa project and contribute to overall coordination of the ILO Malawi Project Office; and oversee the work of implementing partners, service providers and external collaborators.
3. Assume responsibility for the effective management of funds/budget assigned to the project. 4. Supervise the work of project staff and consultants.
5. Prepare periodic and ad hoc reports on the status of project planning and implementation; oversee Monitoring & Evaluation of the project; and produce and disseminate project-related knowledge materials in close collaboration with relevant ILO specialists.
6. Provide technical leadership for the implementation of project objectives, outcomes, outputs and activities, and technical advisory support to ILO constituents and project partners in undertaking their responsibilities under the project.
7. Identify capacity-building needs, organize capacity-building interventions for ILO constituents, project partners, and other project beneficiaries, and target groups.
8. Strengthen relationships to cooperate and coordinate with concerned government authorities, employers’ organizations, workers’ organizations, non-governmental organizations (NGOs) and civil society organizations (CSOs), target groups, the donor, and other key stakeholders in the planning and implementation of activities under the project, including undertaking and overseeing field missions.
9. Liaise with other UN agencies, development partners and other key stakeholders to advance the goals of the project, including through resource mobilization.
10. Support implementation of the ILO integrated strategy to address decent work deficits in Tanzania, Uganda, and Zambia, and collaborate with other related ILO projects in the region and relevant partners, including in respect of resource mobilization, knowledge sharing, and coordination.
11. Support implementation of Alliance 8.7 initiatives and activities in Malawi.
12. Promote ILO policies, including fundamental principles and rights at work in relation to the project, including in the context of ongoing diversification and alternative livelihoods initiatives.
13. Any other duties requested by the CO-Lusaka Director or the SECTOR Specialist.

Required qualifications
Education
First-level university degree in law, economics, social sciences, development studies or other relevant field. An advanced degree will be an advantage.
Experience
At least five years of professional experience in managing the implementation of development cooperation programmes including at least three years at the international level, related to employment and labour issues, including field experience in a coordination role. Demonstrated experience in project management relating to decent work issues in the rural economy and/or agriculture sector and/or with issues relating to Fundamental Principles and Rights at Work (FPRW) will be a strong advantage.
Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.
Languages
Excellent command of English
Competencies
Ability to provide techical advice and to guide and coordinate the work of external collaborators , general service staff and young professionals in the area of specialization ;
Ability to conceptualise and design research techniques and analyse complex cross-national practices and data set covering a wide range of issues in the specialized technical field ;
Ability to formulate new concepts and methodologies ;
Ability to draft reports and prepare guidelines relating to programme development and implementation and ability to provide technical support to senior specialists carrying out research , project formulation and implementation
Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda ;
Excellent analytical skills and knowledge of analytical tools and qualitative and quantitive techniques ; Good computer skills.
Ability to work in a mulitcultural environment and gender-senstive behaviour and attitudes are also required.
