JOB DETAILS:
In support of USAID Zambia’s efforts to optime HRH investments, the consultant will support the above two objectives.
Working with the senior consultant and aligned with the above Objective 1. USG HRH Program Data Analysis, the consultant will contribute to:
1. Review the USG staffing footprint and % expenditures compared to the whole operating unit, identifying major variances across mechanisms and cadres of staffing supported by USG funded program areas in HIV service delivery
2. Analyze existing HRH Inventory data against DATIM service delivery data, exploring productivity relationships against 95,95,95 targets
3. Identify outlier PSNUs (subnational units) with misalignment of staffing to FY22 MER targets and achievements
4. Identify staffing requirements, reconfiguration and budget for COP22 (FY23) TX, HTS, PrEP targets within the broader context of 95,95,95 targets
5. Identify variance in HRH job categories (management, site level, community level), and cadre compensation between USG funded mechanisms and existing MoH requirements for HIV service delivery
6. Develop a suggested HIV HRH transition plan with the aim of transferring USG HRH investments to MoH Zambia over time
Working with the senior consultant the consultant and aligned with the above Objective 2: National MoH HRH Optimization Analysis and HRH TA, the consultant will contribute to:
7. Review current Zambian MoH policies for HIV service delivery, devolution, Integration of health services, community health strategy and HRH performance management, outlining implications for optimal HIV service delivery
8. Co-conduct with Zambian MoH, using existing data, National optimization analysis for HIV service delivery against agreed HIV 95,95,95 service delivery goals, with supporting implementation plan based on results (National level, with provincial level breakdown and site analysis for one teaching hospital)
9. Transfer HRH optimization analysis and reporting competencies to MoH Zambia through coworking on activities
10. Review current implementation of National Health Workforce Accounts (NHWA) in Zambia and provide support to MOH in the implementation of NHWA
11. Support Zambian MoH to implement agreed actions in line with the agreed HIV optimization plan

Description of services to be provided with activities to be undertaken in support of Senior Consultant:
i. Desk review and inception report (Max 25 pages)

Key informant interviews
 USAID, CDC, DOD, MoH (National, Province), WHO, Partners
(Orientation to project, feedback on expectations, where to find necessary information, confirmation of stakeholders and relevant MOH positions)
USG inputs
 PEFAR HQ HRH Inventory data, and DATIM disease profile data:
 Existing USAID, CDC and DOD reports and information regarding HRH harmonization HRH optimization, devolution, HIV service integration, productivity analysis and performance management, and any existing analysis.
Zambian MoH inputs
 IHRIS: distribution, governance, data: currency, quality, use
 Existing Zambian HRH Footprint for HRH service delivery (using existing data sources)
 Current HRH policy including specific reference to HIV service delivery, devolution, community health strategy performance management, HRH allocation & optimization
 Current HRH policy including specific reference to HIV service delivery, devolution, performance management, HRH allocation & optimization
 Regulations and policy for staff hire and staff absorption from USG projects

Other inputs
 WHO, World Bank and other partners involved in HRH with reference to Zambia generally, and specific to HIV services
 Global evidence and experience for HIV service devolution and transfer to government funding e.g. Kenya, Haiti
 Global evidence and experience for HIV service devolution, integration, optimization & performance management
 Overview of NHWA, WISN & POA

Intended data analysis and final reports outline
 Breakdown of analysis to be undertaken
 Overview of suggested layout for final reports:
• Report 1: USG (USAID, CDC, DOD)
• Report 2: MoH and stakeholders
• Report 3: HIV HRH Transition Plan
• Report 4: Zambian National HIV HRH Optimization Plan
Presentation of inception report (Max 30 slides)
 Internal to USG and RISE (MSH/Jhpiego)
 Address any feedback
ii. Analysis and Interim reports (Max 30 pages each plus appendices)
 Initial analysis according to agreed analysis pathways
 Completion of reports according to agreed outlines
 Validation meetings with relevant stakeholders
 Address feedback provided
iii. Final reports and presentation of results (Four. Each report max 30 pages plus appendices, two 30 slide PowerPoint presentations)
 Complete remaining validation meetings
 Finalize reports according to feedback
 Provide two presentations, one internal to project with USG (USAID, CDC, DOD), and one external to MoH and relevant stakeholders
iv. Support MoH implementation of HIV HRH Optimization Plan
Support senior consultant to transfer HRH Optimization competencies and support local MoH counterparts to implement agreed plans.
v. Monthly, quarterly and annual RISE project reports
Consultant will produce monthly reports summarizing outcomes, achievements, and challenges faced.
Consultant will contribute to the development of quarterly and annual donor reports as directed by the senior consultant and MSH Technical Contact.
The consultant will provide support to MoH as needed for the progression of the above activities and implementation of agreed actions from the HIV HRH Optimization plan (Using templates provided according to the agreed schedule)

Consultant qualification requirements:
• Masters degree in public health or related degree
• Minimum 5 years experience working in the HRH field in the African Context
• Experience using HRH optimization methods e.g. WISN, WISN plus POA preferred


Communications:
The consultant will be required to provide written summary updates every month using an agreed template and contribute to drafting quarterly and yearly reports using templates provided. In addition, the consultant will be required to attend virtual progress meetings according to agreed timetable and agenda (With USAID every two weeks, with RISE Technical Team every two weeks and as needed)

Equipment and Supplies:
The consultant shall provide their own laptop computer and have access to a personal printer or printer services. A laptop computer and other IT equipment will not be provided to the consultant by MSH. MSH will reimburse the consultant for necessary and reasonable supply costs such as office supplies and services. MSH will provide instructions documentation required for reimbursement and the consultant agreement will indicate reimbursement caps for such items. MSH will also provide a stipend for data and airtime allocation on a monthly basis.

Travel:
It is expected that the consultant will be required to travel to provincial settings for data collection and meetings. MSH will reimburse the consultant for necessary and reasonable travel costs including ground transport, meals and incidentals, and lodging. MSH will also reimburse the consultant for “local running” travel within Lusaka.

Workspace:
Consultant will be provided a workspace within the Ministry of Health office to enable access to documentation, files and MOH personnel necessary for completion of deliverables.
