Program and Position Background
One of Evidence Action’s newest initiatives is the Maternal Syphilis Screening and Treatment Program in which we partner with Ministries of Health to increase syphilis screening and treatment among pregnant women in an effort to prevent mother-to-child transmission of syphilis. Without effective and timely treatment, syphilis infections in pregnancy carry a significant risk of stillbirth, neonatal death, and cognitive and physical disability. Across the globe, syphilis infection in pregnancy leads to over 200,000 stillbirths and neonatal deaths – more than is attributed to mother-to-child transmission of HIV – and over 100,000 instances of disability in newborns. Our aim is to close syphilis screening gaps via introduction of HIV/syphilis dual testing and to close treatment gaps by implementing strategies to address context-specific treatment barriers for women who test positive for syphilis.
We launched our maternal syphilis program in Liberia in 2020 and are now expanding the program to Zambia. In Zambia, maternal syphilis has long plagued pregnant women and their unborn children. Our ambitious program aims to support the government to scale the HIV/syphilis dual test nationwide across all ANC facilities and simultaneously close gaps in syphilis treatment, thereby enabling pregnant women to finally get the care they need.
The Senior Associate will be providing direct support to the Zambia Country Director on planning and implementation of all Maternal Syphilis program activities. As one of the first positions operating under the newly established Evidence Action office in Zambia, this position holds particular importance because the Senior Associate will be key to ensuring the foundation of a strong working relationship with the MoH. As such, this position requires strong program management, analytical, and communication skills.
Role reports to: Zambia Country Director
Candidates must have prior experience working in health issues in developing countries and strong preference will be given to citizens or permanent residents of Zambia.

Duties and Responsibilities
• Participate in program strategy meetings with key government partners and support implementation of program activities;
• Assist in the development and iteration of training materials, job aids, curriculum, and mentorship and supervision tools for the program as needed;
• Support the Ministry of Health and other key partners to implement a training-of-trainers cascade or an alternative training and supportive supervision strategy which builds the requisite capacity and skills among front-line healthcare providers;
• Communicate regularly with trainers and healthcare facility providers;
• Document implementation successes and challenges and propose recommendations for improving the quality of the program;
• Collaborate with relevant supply chain stakeholders to quantify commodities for program implementation and assist in the mitigation of supply chain challenges;
• Conduct visits to facilities with designated staff from the central, provincial, and/or district MoH and provide real-time coaching and feedback to healthcare providers to strengthen services;
• Assist in regular monitoring and evaluation of program activities;
• Develop reports and presentations for internal and external use;
• Provide ongoing and regular support to program-related units and departments of the MoH (e.g. PMTCT team, Maternal and Child Health team, Lab team, etc.) and other key partners as needed in coordination with the Country Director;
• Other tasks, as needed.
Position Location
The position will be based in Lusaka, Zambia.

Requirements
Qualifications

• Bachelor’s degree in public policy, international development, public health, economics, business, or related field;
• At least 3 years of relevant professional experience in demanding and results-driven environment;
• Experience working in the Zambian health sector;
• Strong program management, technical skills, and strategic planning with experience in project design and implementation;
• Ability to effectively collaborate with a diverse range of stakeholders, ranging from senior Ministry of Health leadership to frontline healthcare providers and community-based volunteers;
• Willing to travel on short notice, to multitask, to work in ambiguity and to respond to instruction from multiple sources;
• Naturally inquisitive, sceptical, intellectually curious, detail-oriented and organised;
• Inspired by Evidence Action’s mission to bring proven interventions to scale, improving the lives of millions;
• Demonstrated ability to schedule and manage tasks effectively;
• Excellent problem-solving and strategic thinking skills;
• Ability to work on a team and engage across time zones and functions;
• Oral and written English fluency;
• Ability to legally work in Zambia without visa or work permit sponsorship.
