The HR Supervisor ensures effective implementation of human resource policies and programs to optimize workforce productivity, enhance employee welfare, and maintain compliance with labor regulations. This role combines operational HR management with team leadership to support organizational objectives.
Key Responsibilities
1. HR Policy & Compliance
- Interpret and implement labor laws and organizational regulations
- Conduct quarterly policy compliance audits
- Maintain employee records per Data Protection Act requirements
2. Payroll & Benefits Administration
- Supervise monthly payroll processing (salaries, allowances, deductions)
- Administer employee benefits (medical, pension, leave)
- Process statutory returns (NAPSA, PAYE, NHIMA)
3. Employee Development
- Conduct annual Training Needs Assessment (TNA)
- Implement workplace HIV/AIDS awareness programs
- Coordinate staff development initiatives
4. Performance Management
- Oversee departmental work plan development
- Monitor individual performance KPIs
- Implement employee engagement surveys
5. HR Reporting
- Prepare monthly HR metrics reports
- Analyze staff turnover trends
- Submit quarterly training reports
Required Competencies
Technical Skills
- Payroll software proficiency (SAGE, ERP systems)
- Labor law expertise (Employment Code Act, OSHA)
- HR analytics (attrition rates, training ROI)
Leadership Attributes
- Conflict resolution skills
- Coaching and mentoring ability
- Change management experience
Qualifications & Experience
Mandatory
- Grade 12 Certificate
- Degree in Public Administration/HR Management
- 3+ years HR generalist experience
- Associate ZIHRM Membership (2025 license)
- Zambian citizenship
Preferred
- Experience in public sector HR
- Certification in Occupational Health & Safety
- Project management skills
