Project Overview
Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) is a five-year (2021-2026) global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to help women protect themselves from HIV by accelerating introduction and scale-up of new biomedical prevention products. 
The MOSAIC consortium is led by FHI 360 along with core partners Wits Reproductive Health and HIV Institute, Pangaea Zimbabwe AIDS Trust (PZAT), LVCT Health, Jhpiego, and AVAC. The work is also supported by technical partners from Afton Bloom, Avenir Health, Columbia University, Mann Global Health, RTI International, the University of Pittsburgh, and the University of Washington. 
MOSAIC Approach
MOSAIC’s objective is to ensure that individuals—especially young and adolescent women—can protect themselves from acquiring HIV and other infectious diseases by accelerating introduction and scale-up of new biomedical prevention products and expediting their availability, acceptance, uptake, and impact. To achieve this objective, MOSAIC will work in alignment with the following five priorities: 
Ensure a user-centered approach in which the needs and preferences of users—especially adolescent girls and young women—are understood and addressed in product introduction and scale-up  Conduct research to expand the evidence base on how to effectively enhance product availability acceptability  Coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product introduction in policy and practice by addressing issues related to regulatory review, policy development, resource mobilization, supply chain, delivery models and platforms and demand creation  Implement research utilization activities and establish mechanisms for rapid, effective knowledge exchange among key stakeholders to ensure existing and emerging evidence on product introduction and scale-up is applied in policy and practice  Strengthen and sustain local partner capacity to advocate for, design, and implement high-quality product introduction activities and research 

Position Description
The Technical Advisor, Policy and Program will provide technical leadership, assistance, guidance, and support to ensure high-quality implementation of MOSAIC project activities in Zambia. Reporting to the MOSAIC country project director, the Technical Advisor will provide overall technical guidance on country activities and work with project leadership to determine country level priorities in support of introduction and access to HIV biomedical prevention products. S/he will lead product introduction policy and program activities and assist with overall project implementation. S/he will work with project leadership and liaise with technical experts to develop and implement country level workplans and monitor progress against workplans to ensure that project activities are on track. S/he will also be responsible for working with HQ- and other sub-Saharan Africa-based staff to share in-country experiences and identify synergies across the project.

Key Responsibilities
• Provide technical leadership in design, planning, and capacity building of HIV biomedical prevention product introduction activities in collaboration with the country project director
• Develop and support implementation of the MOSAIC country level workplan with country project director and ensure project activities are on track and completed in a timely manner
• Leads the development and dissemination of HIV biomedical prevention product introduction strategies, tools, and materials
• Work closely with the Ministry of Health (MOH) and provide technical support to advance rollout of HIV prevention products as determined by the MOH (e.g., support national policy and implementation plan development, development of M&E indicators for PrEP, development of guidelines for implementation studies etc.)
• Ensure that project implementation adheres to appropriate technical standards and guidelines and that project strategies and activities are technically sound and meet client/funder contractual obligations
• Identify and address challenges, gaps, barriers to biomedical prevention product introduction and ensure best practices are shared across countries
• Participate in relevant HIV and family planning technical working groups (TWG) and sub-committees
• Support the development and implementation of research utilization and knowledge management strategies for new biomedical prevention product introduction
• Build and maintain collaborative relationships with donor/client organizations, relevant government agencies, implementing partners, civil society, and the private sector
• Work closely with country project director to provide regular updates to USAID Mission, participate in client/funder meetings, and develop donor reports and presentations
• Participate in and support learning collaboratives, including webinars and face-to-face meetings
• Performs other duties as assigned

Minimum requirements:
• Master’s Degree or its International Equivalent in Health, Behavioral, Social
Sciences, International Development or Related Field. Clinical background will be an added advantage
• Minimum of 8 years of relevant technical experience in implementation of donor funded public health projects, preferably with HIV prevention experience including PrEP, family planning, youth-friendly services, Gender integration and biomedical prevention product introduction in Zambia
• Experience working with Ministries of Health, technical working groups and other coordination bodies is preferred.
• Prior work experience in a non-governmental organization (NGO), government agency, or private organization
• Demonstrated ability to work effectively with USAID and international donors, government counterparts, and project stakeholders
• Experience with USAID and PEPFAR program policies and procedures

Travel Requirements
10-20-% within Zambia, with occasional regional travel.
