Background Information

The Radiation Protection Authority (RPA) is a Regulatory Body under the Ministry of Technology and Science established by the Ionising Radiation Protection Act No. 16 of 2005 and its Amendment Act No. 19 of 2011. RPA’s mandate is to protect the public, workers and the environment from hazards arising from the use of devices or materials capable of producing Ionising Radiation.

Job Objective

To support the coordination and provision of Human Resource and Administration functions in order to facilitate the efficient and effective operations of the Authority.

Main Duties

  • Supports implementation of human resource policies, procedures, and Conditions of Service in order to ensure consistency and compliance.
  • Facilitates recruitment, onboarding, and staff development programmes in order to enhance institutional performance.
  • Undertakes in the preparation of payroll inputs and administration of staff welfare benefits in order to ensure timely payment and promote staff wellbeing.
  • Coordinates administrative and logistical support services in order to facilitate efficient operations of the Authority.
  • Supports the implementation of the Performance Management System and preparation of HR reports in order to monitor and enhance staff performance.
  • Supports the preparation of the Unit’s annual budget and monitoring of expenditure in order to ensure effective utilization of resources.
  • Maintain accurate employee records and files
  • Assists in preparing reports, correspondence and HR Communications
  • Handle employee queries and provide general Human Resource and Administration support

Minimum Vocational/Professional Qualifications

  • Full Grade Twelve (12) School Certificate with 5 ‘O’ levels with credit or better, including Mathematics and English Language.
  • Diploma in Human Resource Management, Public Administration or equivalent.
  • A Bachelor’s Degree will be an added advantage.
  • Paid-up Member of ZIHRM

Minimum Relevant Pre-Job Experience

  • Two 2 years’ practical experience in Human Resource and Administration functions.
  • Experience in HR operations such as recruitment support, payroll input, and records management will be an added advantage.

Attributes and Skills

  • Good written and oral communication skills.
  • Computer literacy, including MS Office applications
  • Basic negotiation and conflict handling skills.
  • Analytical and problem-solving skills.
  • High level of integrity, confidentiality, and ethical conduct.
  • Strong interpersonal skills with the ability to work well in a team.
  • Working knowledge of Zambian Labour Laws and employment regulations.
  • Ability to maintain accurate records and prepare reports.
  • Organisational and time management skills.
