Job Summary
The Bursar is responsible for overseeing all financial operations of the school, ensuring fiscal responsibility, compliance with regulatory standards, and efficient financial management. The role encompasses budgeting, financial reporting, payroll, fee collection, procurement, and financial strategy to support the school’s educational mission.
Key Responsibilities
Financial Management & Reporting
- Develop and manage the school’s annual budget in collaboration with the Principal.
- Prepare accurate and timely quarterly and annual financial statements.
- Monitor cash flow, investments, and banking activities.
- Ensure compliance with accounting standards, tax regulations, and statutory requirements.
- Develop and track key financial KPIs (liquidity ratios, cost efficiency, revenue growth).
Fee Administration & Revenue Management
- Oversee student fee billing, collections, and reconciliation.
- Manage payment plans, scholarships, and financial aid disbursements.
- Maintain relationships with parents/guardians regarding financial matters.
Payroll & Staff Compensation
- Supervise payroll processing, ensuring accuracy and timely disbursement.
- Administer employee benefits, pensions, and statutory deductions (PAYE, NAPSA, SKILLS DEVELOPMENT, etc.).
Procurement & Expenditure Control
- Implement procurement policies and approve expenditures within budget limits.
- Negotiate with vendors and service providers for cost-effective contracts.
- Maintain an inventory of school assets and oversee audits.
Financial Strategy & Risk Management
- Advise school leadership on financial planning, investments, and cost-saving measures.
- Develop internal controls to prevent fraud and financial mismanagement.
- Coordinate with external auditors and regulatory bodies during inspections.
School Operations Support
- Work with the administration on financial aspects of school projects (e.g., construction, renovations).
- Assist in setting school fee structures based on operational costs and market trends.
- Provide financial insights for long-term sustainability and growth.
Qualifications & Experience
- Bachelor’s degree in Finance & Accounting, or CIMA/ACCA/ZICA.
- Minimum 8 years of experience in financial management.
- Proficiency in accounting software Sage Pastel and Excel.
- Knowledge of Zambian tax laws, and payroll systems.
- Strong analytical, leadership, and communication skills.
