CONSULTANCY TO DEVELOP A NATIONAL, ACTION PLAN FOR HEALTH SECURITY AND VULNERABILITY ruvo RISK ANALYSISAND MAPPING REPORT
The World Health Organization (WHO) otfice in Zambia wishes to recruit a suitably qualified, experienced, capable and self-motivated consultant to lead development of a National Action Plan for Health Security (NAPHS) and Vulnerability and Risk Analysis and Mapping (VRAM) Report.
TERMS OF REFERENCE
Background
In compliance with the World Health Assembly (WHA) recommendation (WHA 68/22 Add.‘l), the Government of the Republic of Zambia (GRZ} conducted International Health Regulations (lHR) Joint External Evaluation (JEE) in August 2017 and published the assessment report. The Ministry of Health (MOH) has used the findings of the JEE alongside recommendations from other relevant reports to identity priority interventions and activities to address national health security gaps. These will form the basis of the NAPHS which will provide guidance to the GRZ and health development partners in improving the capacity of the country to detect and respond to public health emergencies. informed by the JEE recommendations, the MOH purposes to domesticate the Sendai Framework of disaster risk reduction 2015-2030 to strengthen capacity for response to emergencies with health dimensions. The Sendai Framework that was adopted at the 3rd UN World Conference on March 18, 2015 asks countries to provide leadership in improving understanding of disaster risk, vulnerability and hazard characteristics, and the strengthening of disaster risk governance. Towards achieving this, the MOH assessed the country’s public health risks and vulnerability across 109 districts in June 2018 using the Vulnerability and Risk Analysis and Mapping (VRAM) method. The data thereof will be used to develop the country’s public health risk and vulnerability report.
Duty Station, supervision and reporting
The consultant will be based in WHO Country Office, Lusaka
- Zambia. The consultant will directly be supervised by the WHO countniy representative.
Duration of consultancy
The duration of the consultancy will be a maximum 40 days. .
Purpose of Consultancy
• To develop the Zambia NAPHS
• To develop the post VRAM report Deliverables of this Assignment
• A final 5-years National Action Plan for Health Security (NAPHS)
• A final country public health risk and vulnerability report.
• A final consultancy report
Qualifications
The local consultant should be a professional with significant experience in the health sector of Zambia
Essential:
• Minimum Seven (Y) years of combined experience working at national level in areas related to Emergency Preparedness and Response or disease elimination or research
• Previous experience working for or in collaboration with the Ministry of Health. Desirable:
• At least 3 scientific publication in public health peer-reviewed credible scientific journals
• Experience with consultancy work in partner supported programs
• Experience in developing national plans
• Experience costing plans Skills
• Strong strategic planning skills, with ability to manage, organize and guide different team members and players and working groups towards agreed goals.
• Strong skills in data analysis
• Good working knowledge of Microsoft PowerPoint, Word and Excel
• Good command of the English and excellent report writing skills
Education
• Essential: Advanced University degree (Master's level or above) in Public Health or Epidemiology from a recognized University with a first university degree in Medicine or Public Health or biological sciences. A PHD is an added advantage.
• Desirable: Further formal training in international health regulations or emergency response or crisis management or disaster management or risk reduction.
