RESPONSIBILITIES

  • Implement and monitor environmental management plans in alignment with the Huache Performance Standards on Environmental and Social & World Bank Environmental and social framework and other applicable standards.
  • Conduct environmental and social impact assessments.
  • Conduct environmental and Social internal audits.
  • Conduct environmental awareness among employees.
  • Report and investigate incidents in accordance with company policies and procedures.
  • Ensure adherence to national environmental laws and regulations.
  • Advise management on initiatives aimed at environmental conservation and resource efficiency.
  • Develop and implement health and safety policies and procedures.
  • Conduct regular safety audits and inspections.
  • Facilitate risk assessment on routine and non-routine jobs.
  • Conduct training on safety, and emergency response plans.
  • Report and investigate incidents and accidents, recommending corrective actions.
  • Conduct site inductions for employees and contractors as well as other stakeholders.
  • Ensure personal protective equipment (such as hearing protection, dust masks, safety glasses) are issued and available as needed and inspected on a regular basis.
  • Develop and maintain positive relationships with local communities.
  • Facilitate communication between the plant and the community.
  • Address community concerns and feedback effectively.
  • Support community development initiatives aligned with Huachen.
  • Ensure external grievance mechanism is in place and communicated to all relevant stakeholders around the project sites.
  • Develop and maintain a stakeholder engagement strategy and ensure execution of the strategy.
  • Undertake effective monitoring and evaluation of the livelihood Restoration Plan/Resettlement Action Plan arising from Environmental and Social Impact Assessments (ESIA).
  • Stay abreast of changes in national environmental, safety, and social regulations.
  • Ensure compliance with all applicable laws and regulations.
  • Ensure compliance with ZEMA decision letter conditions for all projects.
  • Prepare reports for regulatory authorities as required.
  • Ensure E&S compliance during project implementations.
  • Ensure that alcohol screening and confirmation tests at entrance to Company facilities are carried out on employees, contractors, and visitors.
  • Monitoring performance of the portable and installed alcohol compliance and monitoring equipment.
  • Contribute to the development of social-economic plans for the plant.
  • Collaborate with local stakeholders to identify social-economic opportunities.
  • Monitor and assess the socio-economic impact of plant activities.
  • Provide professional environmental and social skills and support the cross functional, multi-discipline teams in the preparation of tender documents and evaluation of bids.
  • Contribute to budget development process and ensure that costs are within the prescribed budget.
  • Plan and control HSES budget.
  • Ensure that all operational and project works involving are carried out in accordance with stipulated HSES and statutory regulations with particular attention to safety of personnel, the community and environmental protection.
  • Compile and maintain record of all processes, work activities and significant events and milestones for record purposes.
  • Compile and submit HSES performance reports to various stakeholders at determined intervals.

REQUIREMENTS AND SKILLS

  • Grade 12 School Certificate.
  • Bachelor’s degree in Environmental Science, Health and Safety or a related field.
  • Professional certification in HSE management systems (e.g. NEBOSH, ISO 14001, ISO 45001, etc.).
  • Familiar with Equator Principles, World Bank Environmental and Social Guidelines, National Environmental, Safety and Social Regulations.
  • 5 years of combined practical experience in planning, monitoring, evaluation and management of environmental and social performance indicators.
  • Proven experience in a similar role, preferably in the renewable energy or utility sector.
  • Demonstrated knowledge of HSES management systems and best practices.
  • Experience in community engagement and social-economic planning.
  • Strong writing skills and ability to deliver organized and complete reports /presentations.
  • Must be computer literate with competence in basic computer skills.
  • Strong organization and interpersonal skills used to establish, develop and maintain effective strategic relationships with stakeholders.
  • Sound business acumen with ability to anticipate and interpret changes impacting on environment and social programs and approaches.
