About Living Goods:

We’re on a mission to ensure no woman or child dies from easily preventable diseases. To bring high-quality healthcare door to door, we’ve partnered with African governments to ensure that community health workers (CHWs) have the tools, support, and knowledge they need to save lives. We focus on ensuring CHWs are treated as essential health workers who should be digitized, equipped, supervised, and compensated—so they can make the greatest impact—and harness community-level data to transform health systems. Currently, we have supported over 12,000 CHWs, impacting more than 6 million people across Kenya, Uganda, and Burkina Faso.

The Opportunity:

Living Goods is expanding the portfolio of Countries it is operating in and will conduct a scoping mission to validate findings in the early-stage scoping that was conducted, in which Zambia was shortlisted. This will be a 3 months’ consultancy that will require on the ground opportunity scoping in Zambia to assess whether the Country indeed represents a viable and strategic opportunity for Living Goods entry. This will include the community health landscape, policy environment, stakeholders, and implementation context, etc. as will be detailed in the Scope of work. The local consultant will be engaged in Zambia to provide technical, institutional, and operational support to ensure high-quality contextual analysis and effective engagement with national and sub-national stakeholders. The objective is to support the scoping team in collecting relevant documentation, mapping key actors, facilitating stakeholder engagement, enabling in-Country visits, and contributing substantively to the scoping report and recommendations.

Roles and Responsibilities:

Documentation and desk review (20%)

  • Review Living Goods’ early-stage scoping assessments (stage 0 & 1) to validate the initial findings.
  • Identify, collect, and synthesize latest versions of relevant national documents related to CH including; national policies, strategies, operational plans, guidelines, evaluations, and reports related to community health, primary health care, CHWs, and decentralization.
  • Compile a structured document repository.
  • Compile an analytical brief triangulating LG’s early-stage assessments of findings with the documents collected summarizing key findings.

Stakeholder mapping (25%)

  • Map key stakeholders involved in community health, including:
    • Government institutions (MoH departments, decentralized authorities, social services).
    • Development partners and donors.
    • Implementing NGOs and civil society organizations.
    • Research and training institutions
  • Identify roles, mandates, influence, coordination mechanisms, and ongoing initiatives.

Context analysis and advisory support (20 %)

  • Provide practical insights on the political, institutional, socio-cultural, and operational context affecting community health in Zambia.
  • Advise on risks, opportunities, sensitivities, and entry points for LG entry and related future programming.

Facilitation and coordination / In-Country visit support (25%)

  • Support the organization of meetings with government officials and stakeholders.
  • Facilitate introductions and interactions with relevant institutions.
  • Provide interpretation/translation support (English to local languages) if required.
  • Support planning and logistics of in-Country visits (site selection, appointments, local authorities).
  • Accompany the scoping team during field missions when relevant.
  • Execute data collection and stakeholder consultations at community and Health facility level.

Reporting and technical inputs (10%)

  • Review draft scoping report sections for contextual accuracy and completeness.
  • Provide written inputs to analysis and recommendations.
  • Contribute to validation of findings and feasibility of proposed options.

Qualifications and Competencies:

Essential Qualifications, Experience & Attributes:

  • Bachelor’s degree in Social Sciences/Public health or a related field.
  • A minimum of 10 years relevant experience with managerial experience.
  • Strong knowledge of Zambia’s health sector governance and community health policies.
  • Demonstrated experience working with the Ministry of Health and development partners
  • Proven experience in stakeholder mapping and policy analysis.
  • Excellent analytical and writing skills.
  • Strong facilitation and coordination skills.
  • Availability and willingness to travel within Zambia.

Behavioral:

  • Excellent oral and written communication skills.
  • Ability to multi –task.
  • Excellent interpersonal skills.
