Principle Accountability
The overall responsibility of the MERL Specialist is to identify and communicate insights and trends for programme improvement in both CAMFED and non- CAMFED districts. The ideal candidate will have a depth of experience in using data analysis and synthesis to perform corrective recommendations and as well as a track record of working on programmes in the education, youth and gender sectors.
The MERL Specialist will be responsible for high quality, timely data tools, analysis and data assurance, thereby ensuring that CAMFED’s evidence base contributes to high quality programs and learning.
The MERL Specialist will also work closely with MERL colleagues from other CAMFED National Offices and CAMFED International as part of a multi-country MERL team upholding shared standards, approaches and values, mutual support and expertise. The MERL Specialist will be committed to supporting young women to succeed and to maximise meaningful opportunities for young women in CAMFED’s MERL activities.
Specific Accountabilities
- Data Quality Assurance: Assure and maintain an ongoing focus on opportunities to improve the data collection and analysis process to ensure it can capture the most relevant information about the system and contribute to program and system strengthening. This will be delivered in line; with CAMFED’s shared MERL standards and practices and Key Performance Indicators.
- Leading on tool design and development, coordinating with Programmes and CAMFED International to ensure that monitoring tools are fit for purpose.
- Coordinating with Programmes and CAMFED International (CI) on monitoring tool focus and adaptations Adapting ODK tools
- Adapting ODK tools
- Supporting testing and ODK design of additional survey tools as needed (e.g. BTS)
- Data Analysis
Responsible for dataset supervision and data cleaning. Analysis of monitoring data and programme database data to report on Key Performance Indicators (e.g. completion rates, Learner Guide reach numbers) for organization KPIs and donor reporting. Coordinate to source from external sources such as Examination Council of Zambia (ECZ) and national EMIS data.
- Data cleaning of monitoring data
- Analysis of monitoring data for KPI reporting, in coordination with CI
- Updating of client database with monitoring data
- Maintaining coefficient dashboards with Salesforce data
- Analysis of programme database data for KPIs and donor reporting (e.g. dropout rates, completion and examination rates)
- Data cleaning of survey data
- Data cleaning and coordination e.g. bursary verification
- Data analysis in SPSS
- Data presentations using CAMFED template PowerPoint slides.
- Coordination with CAMFED International on student surveys and CAMA surveys
- Analysis of CAMA survey data in SPSS in coordination with CAMFED International
- Communication and reporting
Develop reports and presentations to communicate findings and recommend changes to programme and management and external stakeholders at various levels, including CAMFED’s Learning for Impact approaches.
- Data presentations using CAMFED template PowerPoint slides.
- Capacity Building
Support the learning initiatives including training and knowledge sharing, and the development of guidance, tools, and templates to communicate MERL results, performance against intended impact, and learning opportunities.
- Training materials so that stakeholders can use ODK
- Training staff and enumerators
- Coaching for CAMFED Association MERL leads
Person Specification
- Experience in MEL work including developing and implementing monitoring and evaluation systems, analyzing data, and interpreting results.
- Deep knowledge of different MEL methodologies and data systems including quantitative and qualitative research approaches and a strong knowledge of data management systems with an ability to use statistical software packages.
- Ability to effectively translate research, methodologies, and data into accessible formats for colleagues and implementation partners with non-technical backgrounds.
Essential
- Excellent English communication skills (oral and written)
- Ability to communicate effectively in English and Lozi/Bemba/Nyanja is required – proficiency in other local languages is a plus.
- Ability to work in a multicultural, inclusive and equitable environment.
- Ability to work independently and as part of a team, with strong project management and report writing skills, attention to detail and strong presentation skills.

- Minimum qualification – A bachelor’s degree required in Data Science, Statistics, Economics, Monitoring and Evaluation, international development. A master’s degree will be an added advantage.
- At least five years progressive and demonstrable working experience in monitoring & evaluation.
- Excellent knowledge of the education, development and gender sectors.
