The Citizens Economic Empowerment Commission (CEEC)
The Citizens Economic Empowerment Commission (CEEC) is a Body Corporate established under the Citizens’ Economic Empowerment Act No. 9 of 2006 to enhance broad-based economic empowerment, foster citizens’ economic ownership, control, and management of economic resources, and promote economic empowerment of targeted citizens.
Job Purpose
The Provincial Coordinator will support the Regional Manager in executing business development and empowerment programmes, debt recovery, financial services, and Monitoring and Evaluation activities within the provinces.
- Oversee daily operations in the province
- Conduct baseline surveys, entrepreneurial needs assessments, and establish incubation programmes for MSMEs and Cooperative Enterprises
- Approve reconciliation statements for provincial financial reports
- Form partnerships with cooperatives, business associations, women, youths, and persons living with disabilities; sensitise them on empowerment programmes and inclusive financing; and undertake capacity development programmes with Business Development Services (BDS)
- Facilitate implementation of reservation schemes and preferential procurement and provide reports on non-compliance to the Commission
- Identify strategic partners, develop and implement partnership proposals, and engagement plans including MOUs, and regularly submit partnership data
- Ensure all staff are adequately trained in loan management systems and processes, and that all clients are linked to direct debit payment systems on their loan bank accounts
- Ensure loan assessment reports are issued monthly and loan recovery activities are instituted in a timely manner, including issuance of demand notices and initiation of litigation against defaulters
- Conduct training, monitoring, and evaluation activities pre- and post-disbursement
- Manage the existing portfolio, including agriculture and agro-processing projects
- Strong leadership and people management skills
- Excellent financial acumen and analytical ability
- Strategic thinking and problem-solving capabilities
- Effective communication and negotiation skills
- Grade Twelve (12) Certificate with at least five (5) O-Level credits, including Mathematics and English
- Bachelor’s degree in Business or Agriculture-related fields
- Master’s degree in Agronomy, Agricultural Economics, Agricultural Engineering, or a related field
