Description:
Reports to Strategic Information Manager/Senior Monitoring and Evaluation Officer. The incumbent will, in collaboration with the MoH SHIO’s, supervise Data Associates in their respective provinces. He/She will ensure that data is collected in a timely manner in line with the data collection SOPs. In collaboration with Strategic Information Manager/Senior M&E Officer, he/she will lead the performance monitoring, reporting, provincial data review and capacity building of MoH staff towards a sustainable data management system for the TB program..
Main Duties:
- Supervises data associates to ensure that all required indicator data is collected timely and accurately
- Provides the necessary capacity building to the SHIOs to facilitate the transition of provincial data management oversight from the TB coordinators/focal point persons to the SHIOs/DHIOs
- Works closely with the MoH SHIO, DHIOs and facility staff to generate and submit weekly, monthly, quarterly reports as required
- Oversees the preparation of provincial budgets for data related activities
- Reviews provincial performance and advise MoH on strategies to strengthen data systems for improved indicator performance in the province
- Actively participates in ad hoc data collection per program needs
- Have a clear understanding of all data collection tools and reporting indicators
- Works with SHIO to conduct regular provincial data review meeting
- Actively participates in data management activities in Yathu MDR EHR system
- Develops and performs regular quality control measures; identify problems and provide feedback to Data Associates and MoH health facility staff
- Responds to/resolve all questions/problems from data entry staff and communicate any pertinent issues to superiors
- Plans and conducts data quality activities, and prepare data quality reports
- Maintains an accurate and current inventory of all computing equipment and supplies for data staff in the province
- Mentors Data Associates and health facility staff on data collection and entry procedures and common data errors/problems within the clinic and at other sites as required
- Conducts periodic staff evaluations and management of leave for data staff in the province.
- Responds to verifications of collected data and provide feedback accordingly.
- Monitoring backlog within the facilities and carrying out necessary action to clear such backlog where necessary.
- Any other duties, as may be assigned by the supervisor.
Qualifications:
- Grade 12 certificate
- Minimum diploma in Information Management/Computer Science, M&E training or related field
- Experience and proficient working with MS Excel and MS PowerPoint
- Experience working with electronic data collection tools like DHIS2, Yathu, SmartCare, ODK, Redcap, Kobo Collect etc
- Experience managing staff and coordinating data collection, analysis, visualization and reporting
- Experience working in a health related program, research or public health setting will be an added advantage
- Bachelors/Masters Degree will be an added advantage
