Job Summary

The Talent Acquisition Manager – Africa Bureau will be a strategic leader responsible for driving AHF’s regional recruitment agenda to support health programs across the fifteen (15) countries where AHF currently operates, as well as those soon to be added. The main focus areas of this position will include, but are not limited to, developing talent acquisition policies, enhancing hiring practices, ensuring recruitment quality and equity, and aligning workforce decisions with program growth and risk management.

The Talent Acquisition Manager will work closely with the Human Resources Department and country leadership to forecast staffing needs through a robust human resource planning system, ensuring that AHF remains an employer of choice in Africa’s public health and NGO sector. The Talent Acquisition Manager will provide regional recruitment expertise, incorporating the latest systems and cultural intelligence to all the stakeholders.

Primary Focus Areas:

The Talent Acquisition Manager will;

  • Design, lead, and continuously refine a regional talent acquisition strategy aligned with AHF’s global HR framework, Africa Bureau priorities, and program expansion plans.
  • Translate organizational growth, service delivery targets, and risk considerations into proactive workforce and recruitment plans.
  • Provide strategic leadership for end-to-end recruitment across clinical, professional, managerial, and support roles, ensuring consistency, quality, and equity across countries.
  • Build, guide, and mentor a regional or country-embedded recruitment team, strengthening recruitment capability, accountability, and service standards.
  • Serve as a trusted advisor to Country Program Directors/Managers, hiring managers, HR leads, and Bureau leadership on staffing strategies, role design, and hiring trade-offs.
  • Partner with country HR teams to align recruitment execution with local labor laws, organizational policies, and operational realities.
  • Support workforce planning discussions, including pipeline forecasting, succession risks, hard-to-fill roles, and talent mobility across the Bureau.
  • Develop and maintain diverse, sustainable talent pipelines for critical and scarce roles, particularly in clinical and public health functions.
  • Leverage regional labor market intelligence to inform sourcing strategies, compensation competitiveness, and hiring timelines.
  • Strengthen partnerships with universities, professional bodies, NGOs, health networks, and referral communities to expand AHF’s reach and visibility.
  • Ensure recruitment practices comply with local labor legislation, work permit requirements, donor expectations, and AHF policies across all supported countries.
  • Champion diversity, equity, and inclusion by embedding fair, bias-aware, and mission-aligned hiring practices.
  • Safeguard recruitment quality and integrity, ensuring hires align with AHF’s values, culture, and quality-of-care standards.
  • Own recruitment data and insights, tracking metrics such as time-to-hire, quality of hire, cost-per-hire, diversity indicators, and sourcing effectiveness.
  • Translate recruitment data into actionable insights for Bureau and Global HR leadership to support evidence-based decisions.
  • Lead effective use and continuous improvement of recruitment platforms such as LinkedIn Recruiter, and other HR technologies.
  • Strengthen AHF’s employer brand across Africa by ensuring a consistent, respectful, and values-driven candidate experience.
  • Partner with HR and Communications teams to position AHF as an employer of choice within the health, NGO, and development sectors.
  • Oversee recruitment budgets, vendors, and contracts, ensuring value for money and alignment with strategic priorities.

Minimum Qualifications

  • Bachelor’s degree in human resources, Business Administration, Psychology, or a related field (master’s degree preferred).
  • 10+ years of progressive talent acquisition experience, including 5 years in a regional, senior, or managerial role particularly handling talent acquisition.
  • Demonstrated success leading multi-country recruitment in Africa, preferably within healthcare, NGOs, or international development.
  • Strong understanding of African labor markets, employment legislation, and cross-cultural workforce dynamics.
  • Proven experience recruiting clinical and public health professionals is a strong advantage.
  • Track record of operating effectively in high results, mission-driven, and decentralized organizations.
